Assistant Controller - Accounts Payable & Payroll

The Assistant Controller ? Accounts Payable & Payroll is responsible for the payment and disbursement of funds, managing and monitoring the Library?s short term strategic cash management goals, plays a key role in managing relationships with external and internal vendors, and ensures the processing of payments to the Library?s book vendors. This individual will also supervise the bi-weekly in-house payroll, quarterly and annual payroll tax reconciliation, and provide assistance with complex or unusual payroll tax issues. Will also enforce compliance to financial controls and procedures within the accounting, accounts payroll and payroll functions. Ensure compliance with federal and state laws and prepare internal reports to Management on compliance issues. This position has 5 direct reports.
Duties & Responsibilities:
Accounts Payable
Supervises the Accounts Payable function
Prepares and maintains monthly Cash Flow reports; monitors Company?s cash position to ensure liquidity and optimize short term investments.
Recommends short term cash management strategies to management.
Reviews cash receipts upload to Lawson from Microsoft Access, for accuracy and completeness.
Monitors employee expense reimbursement process for compliance with internal policies and procedures, generally accepted accounting principles and regulatory requirements.
Monitors receipt of grant revenues and receivables; reconcile grants receivable accounts.
Provides analytical support for the annual financial audit.
Payroll
Responsible for managing the bi-weekly in-house payroll for approximately 1500 employees.
Manages the payroll time table for quarterly and special payroll adjustments.
Supervises quarterly and annual payroll tax reconciliation, providing assistance with complex or unusual problems
Monitors all tasks necessary to accomplish the organization?s payroll processing objectives, including relationships with internal and external auditors, and state and federal agencies.
Supervises the annual Workers Compensation audit.
Skills & Qualifications:
Bachelor?s Degree from an accredited college or institution in Accounting or Finance. CPA certification a plus.
A minimum of (5) years? of progressively responsible experience overseeing accounts payable, payroll, financial management, accounting, and reporting functions for large, preferably nonprofit organizations.
Must demonstrate the ability to establish work priorities and apply financial accounting principles and methods to daily tasks.
Proven ability to manage time and resources to meet seasonal patterns of peak demands and competing deadlines.
Ability to use automated spreadsheets and other tools for financial analysis and reporting, and prepare and report on not-for-profit financial statements.
Ability to develop written policies and procedures in accordance with accounting theories, concepts and practices
Thorough knowledge of accounting theory, concepts and practices applicable to accounting requirements of not for profit agencies.
Knowledge of Lawson accounting software (or equivalent systems) and spreadsheet software applications.
Ability to work effectively with an integrated management team, building skills, and developing staff.
Team player comfortable with cross functional collaboration.
