Budget Analyst - (SS10376)
Summary:
This position will analyze integration of business processes, cost estimating and financial management processes from both a Government and corporate perspective. The analyst shall be fully versed in Government budgetary processes and requirements, obligation/expenditure tracking and DoD planning programming budget system.

1. Analyze financial and budgetary information.
2. Draft milestone status reports and earned value management information.
3. Create and maintain financial management plans, budgets and track budget execution.
4. Reconcile obligations, expenditures and contract funding levels; track estimates to complete.
5. Provide input for future years' budget projections.
6. Prepares financial reports to track performance and interprets results to management.
7. Provides financial data support for proposals and budget processes.
8. Prepares budget documents.
9. Tracks invoices, and prepares cost flow analysis.
10. Perform cost estimating.
11. Other duties may be assigned to meet business needs.
Supervisory Responsibilities:
May provide specific task direction to staff but does not have formal supervisory responsibility.

Qualifications/Requirements:

Education and/or Experience - BS/BA Degree or equivalent in Finance/Accounting or related field. 6-8 years experience with a background working within both Federal government accounting and corporate systems is a significant plus. Experience with RSW-online, ODS, STANFINS, DTS and/or Unit-level Budget Analysis highly desired. Substitution of additional relevant education and/or experience for stated qualifications may be considered
Language Skills - Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills - Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability - Ability to define problems, collect data, establish facts, and draw valid conclusions.
Computers - Must have advanced knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook.
Certificates, Licenses, Registrations - N/A
Clearance - Secret
Other knowledge skills and abilities - Individual will need strong financial background, organizational and analytical skills to interpret and prepare financial reports and documents. Strong knowledge of accounting theory and principles and financial management systems.
