Chief Information Officer

Description

Purpose: Provides leadership, integrative management, and direction for the SCAN information systems, to include corporate-wide strategic planning, budgeting for information technologies, and coordination and integration of all SCAN IT matters. Recommends IT policy at the highest level. Serves as the SCAN senior spokesperson on issues related to information systems, and serves as a member of the executive team.

DUTIES AND RESPONSIBILITIES:
Provides corporate-wide leadership and direction in the management and operation of shared information services. Leads, guides, and oversees the corporate information technology budgeting process, and provides leadership in cost and productivity analysis. Leads the process of determining the priorities, projects, and future directions of the SCAN IT functions. Integrates and coordinates the development and implementation of IT programs to achieve maximum corporate-wide efficiencies and synergies; coordinates the identification and prioritization of required IT initiatives among the various operating units. Provides direction and leadership in the review of present IT systems and methods, and in the formulation of new and revised systems. Maintains professional contacts with other healthcare organizations, IT vendor user groups, equipment manufacturers, and professional organizations concerning existing and developing information technologies.
Leads the planning and development of corporate-wide strategies for generating resources and/or revenues for information technology. Participates in business planning bringing a current knowledge and future vision of technology systems as they relate to SCAN's competitive position. Leads and guides the design, establishment, and maintenance of the organizational structure and staffing required to effectively accomplish the SCAN's goals and objectives in information technologies. Provides guidance and counsel to the executive team in the examination and definition of objectives for existing and/or proposed information systems and the design of improved systems. Identifies changes and trends in computer and systems technology and interprets their meaning and implications to the executive team. Maintains knowledge and understanding of current and developing information systems technology, equipment, and systems. Leads and coordinates the development and implementation of integrated, strategic IT plans and policies. Other duties as assigned.

Requirements

MINIMUM JOB REQUIREMENTS: Master's degree preferred; at least 10 years of experience that is directly related to the duties and responsibilities specified.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Skill in organizing resources and establishing priorities. Strategic planning and advanced leadership skills. Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems. Knowledge of current trends and developments in information technology. Knowledge of financial/business analysis techniques. Skill in budget preparation and fiscal management. Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Ability to direct department technical and administrative staff. Ability to foster a cooperative work environment. Organizational planning and development skills.

WORKING CONDITIONS AND PHYSICAL EFFORT: Work is normally performed in a typical interior/office work environment.
