Fiscal Manager II

The City of Norfolk encourages individuals interested in a city that celebrates life daily and provides a community where diverse citizenry lives, work, and plays to apply for the position of Fiscal Manager.  The Fiscal Manager will oversee the operations of the division's financial system, coordinate the preparation and implementation of the budget, provide technical assistance and make recommendations for improvements, manage the accounts payable system, cash disbursements, and approves financial transactions.  The preferred candidate will have the ability to clearly communicate with the public in person, in writing and by telephone, will possess effective writing and public speaking skills for delivering information to executive and professional groups and will be proficient in the Microsoft Office Suite including Excel, Word, PowerPoint, Access, Project, Visio and other computerized accounting applications.  Graduation with a Bachelor?s degree in Accounting, Finance, Economics, Business Administration, Public Administration or a related field with three years of responsible accounting or budget administration experience or any equivalent combination of education/experience. Masters degree in Accounting, Finance, Economics, Business Administration, Public Administration preferred; Possession of a valid Certified Public Accountant?s (CPA) license/certificate, Certified Management Accountant (CMA), a Certified Internal Systems Auditor (CISA) designation is highly desirable; public sector experience involving complex program and service delivery issues and accounting principles highly preferred.
