Desired Skills
Basic Qualifications for consideration : Qualified candidates should have at least two years of public sector (i.e., Federal civilian, Defense, state or local government agency) budgeting experience Bachelor's degree or higher in relevant discipline. Must be a U.S. Citizen. Candidates must be local to DC area with no relocation reimbursement; have excellent verbal communication skills and be able to effectively lead small teams. In addition, they should be able to meet deadlines, handle multiple tasks concurrently and be adaptable to new assignments and roles
Preferred work experience and skills - We are looking for applicants with strong records of achievement and skills in quantitative analysis and problem solving. Ideally, this would include strong MS-Excel and MS-Access skills. Candidates should be able to demonstrate a history of increased responsibility.
Preferred are candidates with strong experience in public sector budgeting, i.e., with budget formulation, budget justification, budget distribution, budget execution, and budget-performance integration. Federal budgeting experience would include working knowledge of OMB Circular A-11, particularly application of A-11 within a Federal agency or Department. Individuals recently retired or looking to retire from public sector budgeting positions and with hands-on experience with public sector budgeting activities are strongly encouraged to apply for these positions. IBM can offer challenging assignments in assisting public sector clients in their efforts to streamline existing budget processes and procedures, implement commercial budgeting software products to replace outmoded and outdated systems, and in integrating budget and performance.
An MBA in Finance, Operations, or General Management is preferred but not required. Relevant experience managing client relationships is also preferred though not required. Knowledge of or hands-on experience with software products by Armstrong Laing Group (ALG), SAS, Hyperion, Acorn Systems, or Cognos will be considered a plus. Knowledge of custom public sector budgeting software/systems is also desirable.
Consultants will work on projects that are located in an IBM office in the Washington, DC metropolitan area or at an IBM client site.
