Manager of Finance, Program Control

Job Description: Program Control managers work with client and engagement executives to ensure compliance with U.S. GAAP and SARBOX, and perform various financial and contract management functions. This includes defining financial management processes and reporting; trend and variance analysis; and establishing key performance indicators and engagement metrics. They manage the Program Control team on a contract and work closely with the engagement management team to help maximize engagement profitability while complying with U.S. GAAP and adhering to quality standards and BearingPoint personnel policies.

Responsibilities:
1. Supervise and participate in preparation monthly and ad-hoc program analysis of billings, financial forecast changes, and contract adjustments
2. Coaching project managers with accounting concepts applicable to their projects.
3. Direct assistance in generating spend plans, estimates to complete, estimates at complete, and client proposals.
4. Trains, mentors and leads program control staff members. Performs a full range of managerial duties for those employees under supervision, including recruitment, salary administration, performance reviews and career development.
5. Conduct financial management planning: assist/prepare client business case and document BearingPoint business case.
6. Define/establish internal and program control processes: identify requirements, responsibilities, Revenue Recognition requirements, and develop financial reporting package.
7. Establish engagement financial management tools: select tools and manage development and implementation, including processes to use the tools.
8. Analyze key metrics, support monthly financial reviews with engagement teams, and advise Line of Business management in decision making.
9. Manage BearingPoint expenses: establish and periodically re-evaluate expense budgets and guidelines.
10. Manage financial forecasting processes.
11. Manage engagement level balance sheet items and related accruals.
12. Ensure compliance to BearingPoint financial policies and procedures, provide support to external financial audits, SARBOX internal audits, and statutory and customer audits.
13. Manage engagement shutdown activities.
14. Insure timely reporting based on BE Corporate Closing calendar.

Qualifications:
o 5-7 years of program accounting/management experience with a track record of increasing responsibilities and supervision
o Demonstrated financial management expertise and expert knowledge of U.S. Generally Accepted Accounting Principles (GAAP)
o Expertise and experience with Sarbanes-Oxley requirements
o Prior professional services and/or government contract experience required
o Program/project management skills and experience
o Excellent analytical, organizational & multi-tasking skills
o Excellent oral and written communication skills
o Frequent interaction with senior management personnel
o Ability to organize, delegate and leverage resources to
