Purpose

The Procurement Specialist provides centralized external staffing solutions by partnering with internal clients to secure the best available resources at the lowest possible rates. The primary responsibilities are to assist in vendor selection/management, source contractors/temps, negotiate with vendors, partner with various internal clients and ensure consistent contractor policies and procedures are followed.

1. Vendor selection/management
Reporting, facilitating and organizing a preferred vendor program and selection.
Coordinating legal review, as required.
Using e-Sourcing tools and resources to select preferred vendors, when possible.
Sourcing vendors, prepares Requests for Proposal (RFP's), and evaluates bid documents.
Representing Target in business relationship with vendor representatives.
Frequently meets with vendors and maintains a positive relationship.
Encouraging vendor participation in program changes/enhancements and cost reduction.
Identifies, develops and maintains vendor sourcing contingency plans.
Ensuring vendors meet requirements our of Master Service Agreements
Managing vendor scorecard process including evaluating overall performance, rate structure, and quality of contractors and or temporaries.
Conducting vendor performance updates.
Developing and provides vendors with customized training.

2. Contractor sourcing
Managing the process of filling positions with contractors and/or temporaries through skill matching, evaluating and/or negotiating pay rates.
Facilitating interview setups and administration of the hiring process.
Administering contract extensions, transfers & exits.
Using e-Sourcing tools and resources to meet procurement requirements, when possible.

3. Negotiations
Performing daily negotiations including rate evaluation. Expected to make a judgment call on when to counter-offer to a more appropriate pay rate until an agreement is reached.
Preparing and completes contractual agreements and leverages the use of vendors to company advantage.
Facilitating and executes more complex negotiations including fixed price projects.
Persuading niche vendors and internal clients to use flow-through process

4. Internal Client Partnership
Frequently meets with internal clients and maintains a positive relationship.
Working as liaison between internal clients and vendor partners.
Committing to fast, cost-effective responses, to all service requests to ensure high client satisfaction.
Helpline/ Answering phone/emails.
Working with time keeping and invoicing teams to resolve invoicing and or hourly discrepancies.
Facilitating departmental communications to vendors and Target managers.
Committing to fast, cost-effective responses, to all service requests to ensure high client satisfaction. Acting proactively to ensure that immediate changes are communicated to the requester quickly.

5. Other
Participating in specially assigned activities as directed.
Contributing knowledgeable suggestions and recommendations on improving program operations.
Systems expert - field and resolving issues with our proprietary System for Contractor Procurement (SCP).
Managing large initiatives / projects.

JOB REQUIREMENTS


MINIMUM REQUIREMENTS:
Four year College degree
Strong client service skills a must
Strong negotiation skills a must
Strong organizational skills a must
Excellent communication skills, both verbal and written
Excellent problem solving skills
Personal computer skills - Microsoft Office and Internet Explorer
Ability to handle confidential information
Ability to work independently and within a team structure

DESIRED REQUIREMENTS:
Information technology experience, a plus
Legal and contractual experience
Staffing industry experience
