Project Controls Specialist

An international, innovator of science driven products needs a Projects Controls Specialist to provide tactical administrative and financial support to their site in Circleville, OH.

Job Duties include but not limited to:

Cost Management

? Maintain systems/applications to collect and report expenditures and commitments (projects, CODs, supplemental maintenance, services, etc.)
? Coordinate field input for monthly project cost reviews to include: Project Percent Complete for field controllable items at the DA/TWC & project levels, Spend Out, Earned Value reporting, Indicated Total Cost for field controllable items:
? Field Labor
? Field Material
? Construction Lump Sum/Unit Price Contracts
? Indirect Field Costs
? Assist with preparation, issuance, and control of Construction Change Orders and Field Change Requests
? Assist with preparation and site input to Project Cost Control Plan, ensuring compliance with Construction responsibilities
? Monitor all charges for accuracy, timeliness, reporting, correction, reconciliation, and distribution
? Prepare and transmit Partial and Final Project Completion Notices
? Maintain site Wage Rate Analysis and provide input as required to include:
Helper/Apprentice ratio
Forecasted wage rate escalation
Field construction estimate factors
? Provide input into the Construction Scope of Work
? Participate in estimate reviews
? Provide input for working conditions and anticipated rework
? Provide input for project allowances (including applicable taxes)
? Provide guidance and input to the Project Team on Cost versus Capital decisions, including Dismantlement and Removals

Indirect Field Cost Budget

? Prepare annual budget of (site) Construction Indirect Field Cost.
? Develop and coordinate process (es) to analyze Indirect Field Costs with site leaders for understanding, reconciliation, continuous improvements, and forecasting future expenses.
? Maintain Indirect Field Cost forecast % for all new estimates
? Develop and manage monthly spend out control in concert with larger site wide controls.
? Provide cost/cap advice/guidance on budgetary items
? Manage distribution of Indirect Field Cost in accordance with appropriate IRS and Corporate Rulings.

Financial Analysis/Internal Controls

? Provide interpretation and general understanding to site leaders on CCMS contract issues (commercial terms, contract conditions, etc.)
? Establish/monitor administrative controls and execute audit plan(s) that include:
? Contractor payroll
? Contractor Overhead/Mark-up/Fees
? Miscellaneous Services
? Compliance/analysis with commercial terms
? Verification (financial & receipt of services) of contractor invoices for labor, material, miscellaneous services, and fee.
? Assure reported (project) costs cost control and reporting systems are appropriately reconciled to applicable financial accounting ledgers, per corporate policies
? Establish and execute routine self-assessments of (site) business and administrative practices and processes to ascertain and assure compliance with all applicable laws (i.e., SOX), regulations, ethical guidelines, financial principles, and corporate standards. Assist with preparation and maintenance of all appropriate/applicable documentation to support internal controls processes.
? Consistent with Local and State law, and with corporate and function advice, execute processes to assess, code, and pay all applicable Sales and Use Taxes for engineering/construction purchases.

Job Requirements:

? BS in Business Administration, Construction Management, or Project Management and 2 to 4 years experience in administration and control of contracts and projects.
? Advanced planning and organizational skills as required to establish goals, budget time, set priorities, allocate proper amounts of time to activities for self and others.
? Demonstrated ability to multi-task.
? Willingness to travel a minimum of 40%.
? 3-year commitment with expectation to relocate for future assignment
? Favorable results from both a criminal background check & drug test
