JOB SUMMARY: Responsible for financial and asset management, in collaboration with department heads and Executive Team, supervises finance department, develops a realistic operational and capital budget, provides timely monthly financial reports; actively participates in the Executive and Management Teams. Provides support for the staff and Board Finance Committee.
ESSENTIAL JOB FUNCTIONS
EXPECTATIONS
1. Establish, maintain and monitor financial systems and practices to ensure financial accountability, reporting and control.
2. Prepares financial reports to ensure compliance with Agency?s requirements as requested by the President and Board of Directors (e.g., funding applications and monitoring reports, and national headquarters quarterly financial statements and program reports).
3. Defines, monitors and manages the Finance Department?s resources.
4. Safeguards Agency?s assets by identifying, documenting and monitoring Agency?s assets and internal controls.
5. Utilizes positive management skills to manage inter-and intra-departmental and inter-agency relationships.
6. Provides staff support and assistance to Agency?s Board of Directors Committees as assigned by the President/CEO
7. Serves on the Agency?s Executive and Management Teams
8. Performs financial analysis for evaluation of existing programs and services.
9. Serves as HIPAA Compliance Officer and preserves the integrity and the confidentiality of protected health information (PHI) of our clients.
10. Manages and monitors contract management
process.
11. Completes other responsibilities as assigned.

14. Acts in accordance with the Agency?s behavioral expectations.
Accurate (meeting acceptable accounting practices and audit guidelines), monthly and annual financial statements completed by the 10th working day of each month for the previous month.Annually prepares (with management team input), documents and is ready to present the Agency?s annual operating and capital budgets by July 15th to the Agency?s Board of Directors Finance Committee.Facilitates the completion of the annual financial audit by December 1st, with no findings.Ensures bi-weekly payroll preparation and distribution.Utilize daily cash flow report and cash flow projections for cash management, forecasting (with significant accuracy) cash needs.
Completes reports accurately and within prescribed time frames.
Prepares and administers the Finance Department budget to ensure facilities, personnel and supplies are appropriate to meet service levels.Monitors departments through checks and
balances, departmental scorecards, activity and quality reports.Reacts to volume and budget variances and client feedback, forecasts, volume, staffing, and client stakeholder.Manages personnel, staffing, recruiting, disciplinary actions and terminations.Utilizes expertise to proactively respond to environmental changes to ensure Agency?s success.
Ensuring appropriate insurance coverage to protect Agency?s assets and staff, maintains an asset management system which ensures all assets are identified, documented and controlled.Maintains a well-planned internal control system in accordance with Professional Auditing Standards.Evaluates insurance needs during annual renewal process, recommends enhancements, changes, vendors to ensure the best asset protection for Agency?s.
Maintains community contacts by serving on appropriate committees, task force, and boards, establishing a positive Agency?s presence.Serves as a role model, facilitator, problem solver to ensure positive resolution of organizational, employee and procedural issues and concerns.
Working with the Board Committee Chairperson and the CEO manages the committee work by assisting with meeting scheduling, agendas, minutes, and board reports.Acts as staff person for Board of Directors Finance and Audit Committees.
Assist in setting organizational strategic direction and development of Strategic Plans, Annual Plan goals, objectives and tactics.Responsible for implementation of assigned objectives and/or tactics within defined timeframes.Helps to develop and maintain an effective organizational culture as defined by CEO and Executive Team. Ensures employees are willing and motivated to achieve Agency?s Mission-Value.Acts in accordance with Agency?s Values, president?s expectations, and ethical conduct code.Attends and participates in Agency?s special events, annual meetings, and other similar activities.
? Utilizing expertise and operational insight, develop assumptions, financial analyses, and documents to assist in decision making.
? Understand, acknowledge and implement Agency?s privacy policies involving the disclosure of protected health information of our clients.
Reviews all contracts and advises contract managers regarding contract summary and content prior to execution.Defines policies and guidelines to assist department and contract managers to adhere to contract terms and conditions.
Demonstrates flexibility and willingness to assume and complete other responsibilities.Completes other duties and responsibilities within defined timeframes and quality standards.
Identifies areas to enhance leadership, management and technical skills and seeks appropriate methods to enhance knowledge, skills and abilities.Defines an annual development plan in conjunction with annual performance review.
Works effectively with Safety Committees and employees to eliminate potential hazards, implement safety enhancements, and prevent accidents.Inspections indicate no recurring problem and no incident report due to an unsafe environment. Keep ongoing safety training of self and staff a high priority.

EDUCATION and/or EXPERIENCE:
? Bachelor?s degree in Accounting, advance degree preferred.
? Must have a valid Florida driver?s license and proof of insurance.
? 5 years Accounting experience; 2 years supervisory experience. Leadership experience preferred.
? Experience with 3rd party contracting (e.g. Department of Health, HMO?s, PPO?s, insurance).
? Experience with medical billing.
KNOWLEDGE, SKILLS AND ABILITIES:
? Knowledge and experience of computer softwares, Medsys and Great Plains a plus,
Microsoft Excel, Word, Access, Internet and E-mail.
? Knowledge of applicable non-profit accounting practices.
PHYSICAL CAPABILITIES:
? Able to stoop, kneel, crouch and reach.
? Able to see clearly, close up.
? Must use phone frequently.
? Local travel required.
USE OF TOOLS AND EQUIPMENT:
? Able to use standard office equipment (i. e. computer, printer, copier, fax machine) common to
administrative functions.
