Contract Specialist needed in Livermore

Livermore based company in need of Contract Specialist.  Our client services the DOD, DOE, US Armed Forces, local Medical and Engineer Centers.


 

SUMMARY:

Reviews agreements or proposed agreements for conformity to company/client terms and regulates contractual/operational activities by performing the following duties:

 



ESSENTIAL DUTIES AND RESPONSIBILITIES:

Analyzes contracts and confers with various department heads to detect ambiguities, inaccurate statements, omissions of essential terms, and conflicts with possible legal prohibitions or corporate conditions and then recommends contract modifications;



Reports to top management officials on contractual/financial matters;



Responsible for financial flow on large jobs via generation and maintenance of Milestone Billing Schedules;



Converts agreements into contract form or prepares amended agreement for approval. Initiates changes in standard form contracts;



Must stay current on changes to the FAR and also with applicable laws and economic conditions which may impact contract performance or terms;



Interfaces with clients or clients? representatives in preparing and finalizing contracts;



Maintains ongoing interactions internally and with outside clients providing necessary maintenance during contract period of performance and close-out;



Enters data into Accounting/Project software modules.



Other duties may be assigned.

 





SUPERVISORY RESPONSIBILITIES:

Supervises Assistant Cost Analyst and provides direction to certain operations personnel with regard to specific contracts for which the Contracts Administrator has been assigned.

 



QUALIFICATIONS:

Incumbent must have thorough working knowledge of accounting principles;

Incumbent must be proficient in the use and interpretation of data as commonly expressed in software programs such as:

Word



Excel



Access



Project



And other related word processing or other information technology formats;



Incumbent must use 10 Key office apparatus in the performance of some calculations

 



EDUCATION and/or EXPERIENCE:

Bachelor's degree (B. A. /B. S.) from four-year accredited college or university; one to two years related experience with contracts; or equivalent combination of education and experience.

 



LANGUAGE SKILLS:

Ability to read, write and speak English;

Ability to read, analyze, and interpret general business correspondence, governmental regulations, financial reports, spreadsheets and legal documents;

Ability to write and/or develop reports, business correspondence, spreadsheets and department procedure manual;

Ability to effectively present information and respond to questions from managers, clients, and employees.

 



MATHEMATICAL SKILLS:

Calculates figures and amounts such as discounts, interest, commissions, proportions, percentages, and fractions;

Applies concepts of basic algebra and mathematical concepts to practical situations.

 



REASONING ABILITY:

Defines problems, collects data, establishes facts, and draws valid conclusions to make recommendations to CCO or top level management for action. Exercises diplomacy and control during sensitive and sometimes volatile negations with each.

 



PHYSICAL DEMANDS:

Performing the duties of this job, require the employee to sit, stand, walk, and lift or move up to 10 pounds; use hands and fingers for typing, filing, writing, and other required duties. WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee may occasionally be exposed to an environment containing moving mechanical equipment, risk of electrical shock. The noise level in the work environment is usually low to moderate.
