Job Description:
Major Purpose of Job:
The Manager, Communications and Records is a senior-level professional position managing the department-wide communications infrastructure. This position is responsible for planning, implementing, administering, reporting, enforcing and monitoring the communications infrastructure model within Member Regulation, which includes a combination of business processes and enabling technologies. This position will coordinate with Member Regulation Directors, managers, professional and support staff, and key officials in NASD corporate offices, such as Corporate Communications and the Records Officer.
Essential Job Functions:
Directly manage the Member Regulation communications program. Ensures that Member Regulation effectively manages its operating policies and procedures for the core regulatory programs, complies with Records Retention policies and develops meaningful internal communication with Member Regulation employees. Ensures that Member Regulation communications is targeted, timely, clear, concise, useful, consistent, accessible, and maintainable for the entire department.
Develop, maintain and enhance the common taxonomy to be used in all Member Regulation internal, formal communications including operating policies and procedures and user profiles for all Member Regulation staff.
Develop recommendations to modify current Member Regulation policies and procedures for communications and records retention. Ensures that Directors, managers, and staff understand the policies and procedures and fully comply with them.
Coordinate with Directors, managers and staff who are owners of policies and procedures to enforce the policies and procedures are periodically reviewed and updated or retired, as appropriate.
Develop, maintain, update and enforce use of communication templates for the entire Department. Coach and mentor all member Regulation in the use of these templates and ensure that all existing policies and procedures are converted to the new templates.
Review reports, consult with Corporate Communications staff and the Records Officer on Member Regulation's adherence to corporate policies.
Coordinate and manage the Member Regulation Portal, which requires actively working with NASD Technology and RPO Business Solutions. Once operational, administer the Portal, including the generation and analysis of reports on Portal usage. Recommend changes to the Portal based on user feedback and coordinate those changes with RPO Business Solutions and NASD Technology.
Essential Job Functions (cont.):
Implement a mechanism for receiving feedback on Member Regulation's communication program. Such feedback will be analyzed on a consistent basis, and as appropriate, changes will be implemented. Develop and implement best practices for all Member Regulation staff to follow. Manages multiple, complex projects at one time.
Develop and maintain a desired work environment and culture of clear and open communications and adherence to policies and procedures. Facilitates regular and ongoing discussions with Member Regulation

Education/Experience Requirements:
Bachelor's degree required. Nine (9) year experience managing an enterprise or department-wide communication program and experience with library science or taxonomy is preferred. Advanced knowledge of data analysis and technology systems is highly desirable. Competence using a desktop computer with the full suite of office software applications is required.
Working Conditions:
Work is normally performed in an office environment at NASD. Intermittent overnight travel is required.
Extended hours are frequently required. Work environment includes high productivity expectations and tight deadlines.
