PAC Coordinator

The purpose of Cardinal Health's government relations department is to influence public policy issues that support the four strategic drivers. The department will monitor federal, state and local government legislation and analyze the potential impact on Cardinal Health. Associates will keep senior management updated and educated regarding current issues and Cardinal Health policy positions defined. Associates also will build strong relationships with members of Congress, state legislatures and local governments in order to influence public policy issues of impact to the company. The department will maintain and grow the Cardinal Health Companies-Political Action Committee (CHC-PAC) to support legislators who have policy positions similar to the company's.
Specific Duties, Activities, and Responsibilities:
Manage/administer CHC-PAC
Follow all federal and state regulations for CHC-PAC registrations, filings, and activities so as to ensure compliance.
Track financial records.
Manage vendor transactions, reporting and costs as they relate to CHC-PAC activity.
Act as principal liaison with contracted company, actively monitoring performance and ensuring accuracy of records, reports, etc.
Maintain a working knowledge of HRIS, Accounting, and Payroll departments' processes and develop excellent internal networks so as to facilitate CHC-PAC enrollment, payroll deductions, and balance of funds.
Coordinate CHC-PAC invitation campaigns
Develop comprehensive strategic plan to grow and maintain CHC-PAC.
Develop and implement routine invitation to attract associate investment.
In conjunction with Human Resources, develop and implement ongoing methods for routine invitation of new employees.
Develop/maintain/update CHC-PAC invitation materials
Develop invitation materials reflecting Cardinal Health management agendas including brochures, letters, enrollment forms, issues updates etc.
Update materials as appropriate to reflect political climate and departmental successes.
Routinely assess compliance of materials to all federal and state PAC regulations.
Develop voter education program
Manage development and implementation of voter registration program for domestic associates as appropriate.
Manage development and implementation of "Get Out The Vote" campaign during federal election years.
Develop and coordinate with corporate communications messaging for voter education program.
Routinely communicate with CHC-PAC members and eligibles
Develop ongoing communications and disseminate educational information to CHC-PAC members and eligibles through various vehicles such as print, email and web
Update/educate CHC-PAC members and eligibles through routine communications including, but not limited to, legislative issue briefings, political updates, candidate and key race profiles and voter education.
Update government relations website with current legislative information.
Periodically survey members to evaluate effectiveness of said communication.
Maintain a high level of understanding of legislative/political issues facing Cardinal Health.
Coordinate CHC-PAC financial support of political campaigns of candidates with business philosophies similar to that of Cardinal Health
Coordinate with Senior VP and State Director of Government Relations recommendations to CHC-PAC board of directors suggesting which candidates should receive contributions and support from CHC-PAC.
Develop rationale for recommendations, maintain record of board members' approval/denial and assure compliance with contribution guidelines and state/federal regulations.
Manage funds disbursement process, including all interface with vendors, candidates, and campaigns.
Maintain complete records for state/federal reporting.
Maintain compliance with CHC-PAC bylaws.
Coordinate departmental interface with CHC-PAC board of directors.
Prepare and manage content for quarterly (or other appropriate interval)CHC- PAC board meetings including, but not limited to financial statements, receipt and disbursement charts, budget proposals and contribution updates.
As requested, provide departmental analysis and recommendations on proposed recipients of funding.
Monitor and track proposed legislation in all 50 states
Monitor and track health and business legislative activity in all 50 states.
Manage a nationwide electronic legislative tracking system.
Prepare weekly legislative reports from electronic legislative tracking system.
Develop grassroots program as necessary
Develop and maintain grassroots network as appropriate.
In conjunction with Government Relations staff and business unit leaders, determine when and on which issues campaigns would be effective and implement accordingly.
Education or Equivalent:
BA (Political Science, Public Policy, Communications)
2 years of political action committee experience, including administration, regulatory issues, development and implementation of effective PAC campaigns, direct invitation experience, member communication and contribution management
3-5 years of health-care industry experience
Knowledge/Skills Requirements:
Keen knowledge of PAC regulatory guidelines at federal, state and local levels.
Proven thorough knowledge of campaign finance law and related regulatory organizations.
Enthusiasm and creative approach to fundraising
Working knowledge of legislative processes at federal, state and local levels
Political sensitivities/insight
Strong interest in politics and election process

Physical/Mental Requirements:
Ongoing PAC management requires significant attention to detail and tracking complicated financial information. FEC reports require significant attention to regulatory, legal and financial detail and must be compiled accurately in specific timeframes.
The broad scope of Cardinal Health requires learning multiple issues and articulating complex concepts to associates at various management levels.
The PAC invitation requires creative approaches to fundraising and articulating how complex policy issues result in direct business results to Cardinal Health companies. Oral and written presentation skills are necessary for effective PAC invitations.
The position requires some travel, generally to Cardinal Health company locations.
Business Environment:
Cardinal is a multi-faceted company with several differing and sometimes competing views. It is important to be able to communicate effectively with mid-level managers to learn the technical issues and then convert that highly technical message to a more concise, fine-tuned message for senior management. The ability to communicate articulately at both a very technical level as well as an executive level that includes the strategic and financial implications is crucial. With a constantly evolving and growing company, this can be challenging.
The same dynamic occurs with external audiences. If one is to be a credible resource, the command of the technical issues is critical. However, when working with senior staff or a member of Congress, the message must be tailored to that individual, recognizing public policy, political issues, business issues and constituent issues.
Government relations responsibilities also encompass working closely with competitors or associations as coalition partners. Others in the same industry often have similar policy positions and it is critical to be able to reach out to various parts of the industry and build coalitions as appropriate.
