Responsible for the overall communications strategy within an assigned line of business (LOB) across all four Regence markets: Washington, Oregon, Utah, and Idaho in the following role:
Accountable for supporting LOB membership acquisition and retention goals through effective product promotion development and market awareness planning, including communication deliverables, campaign communication tracking and the ongoing management and coordination of communication touch points across each Regence market
Coordinate with and consult each state-based Marketing Communications Project Manager regarding local communication initiatives and/or Sales support as they relate to LOB product positioning and communication strategies
Coordinate internal communications and facilitate awareness with other Regence teams regarding product promotion strategies and messaging, product launch or product re-invigoration campaigns, and/or tactical communication initiatives
Collaborate with Creative Services and other internal teams in managing outside vendors (including advertising agencies, communication consultants, contractors or other marketing communication vendors or firms) to meet objectives and timelines and to effectively deliver creative concepts and creative deliverables-including print, television, radio, direct mail and Web-based advertising, in addition to media placement, event management and sales collateral
Create, manage and track product communication messaging and promotion elements utilizing a wide array of tactics and delivery mediums including print, TV, radio, online and out-of-home advertising, sales materials/collateral, direct response, Web-based communications and WOM or viral campaign tactics and initiatives
Manage and track budget resources for any and all expenditures used on behalf of a LOB or product promotion effort or initiative, including all campaign expenditures for creation, delivery or ongoing management of campaign tactics or deliverables-both internal and/or market-facing
The ideal candidate will have a strong background in marketing and the following skills:
Bachelor's in Business Administration, Management Communications or relevant field plus 6-8 years experience in a marketing, marketing communications, or a management position in healthcare, managed care, CPG brand management or advertising fields, or an equivalent combination of education and experience; MBA preferred
Comprehensive knowledge of marketing, product development, brand strategy and communication/promotion strategies, with an emphasis toward product positioning strategies and creating and supporting innovative market introduction, awareness and adoption strategies and tactics
Strong project management and matrix management oversight skills with the ability to create loyalty and generate strong partnerships among diverse, geographically-separated individuals, work groups and teams for the purpose of achieving assigned objectives-including quarterly and annual goals, timelines, key implementation milestones and creative deliverables
Highly proficient in traditional and non-traditional media and marketing communication strategies, tactics and ROI measurement
Effective communicator with demonstrable excellence in written and verbal communication with the ability to synthesize information received verbally or in written form
Ability to write executive level documents and summaries and make executive level presentations to internal stakeholders and teams with varying accountabilities

Possess innovation tied to execution and understanding of the operational implications of launching products, including the scope and depth of impacted business processes as well as the political and public impacts (both internal and external) associated with multi-market product launches and campaign management interdependencies and impacts
