Position Purpose:

Supervise the strategy, development, implementation and maintenance of the District's communications with employees and retirees. This position is responsible to advise management on strategic and appropriate communications for employees and fully execute the communications.



Salary Range: 78,084.00 - 97,500.00

Essential Functions:

This position manages, directs, administers and supervises the Communication section. This includes responsibility for overall strategies, planning, supervising and direction given to internal staff and external trade allies, advising executive management and board members regarding sensitive communications, and coordination within SMUD and externally with trade allies (contractors, retailers, media, and private and public business). Ensuring the accuracy and timeliness of all decisions made; identifying anticipating and planning for issue resolution, developing and managing the area budget; reviewing the work performed; providing training and advancement opportunities for staff and making and/or approving all personnel transactions such as hiring, disciplinary actions, etc. Additional responsibilities include setting policy for the area, monitoring the work performance of each program and staff member and participating in the development of program goals and objectives. Direct contractor activities in accordance with contract documents, lead project team and direct project activities.



Experience Required: 8 years


Education Required: Bachelor's Degree


Minimum Qualifications:

Progressively responsible experience planning, directing and evaluating complex program activities; developing communication strategies; managing professional and non-exempt staff including training, motivating, evaluating, and counseling employees; and negotiating, writing, and monitoring communication contracts.

Analyze and evaluate complex issues; manage staff (including staffing, delegating, training and evaluating work); develop integrated communications plans and programs to support district goals; serve as team leader; effectively and persuasively communicate orally and in writing with the Board of Directors, executive management, middle management, outside agencies, news media representatives, and elected officials; work effectively across all District departments to develop and implement communication campaigns; understand and apply the policy decisions of management, the Board and outside regulatory agencies as it impacts District communications.
