Airport Manager

JOB ANNOUNCEMENT
AIRPORT MANAGER
PARTIALLY-EXEMPT POSITION
$81,595.54 - $96,077.80 Annually (DOQ)
RESPONSIBILITIES
Under general direction of the Airport Board, the Airport Manager is responsible for the overall management and operation of the Juneau International Airport. Juneau is Alaska?s capital city with an airport that serves a capacity of approximately 400,000 passengers annually. Typical responsibilities include:
? Plans, organizes and directs airport activities including the maintenance and operations of airport property, buildings, facilities, airfield, aircraft parking areas, seaplane base, drainage systems, sewer and water systems, and equipment.
? Maintains knowledge of changes and advancements in areas affecting management of the airport; reviews changes to statutes and regulations, develops and presents policy recommendations to the Airport Board and implements policy changes as directed.
? Enforces operations and security requirements to ensure compliance with applicable Federal Airport Regulations, particularly FAR Part 139, Airport Certification Regulations and FAR 107, Airport Security Regulations and 49 CFR 1540-1542.
? Ensures maintenance of, coordination and compliance with the Airport Operating Manual, the Airport Security Manual and the Airport Master Plan.
? Manages the selection, training, supervision and evaluation of staff to ensure compliance with industry standards and rules and regulations governing the operation of the airport.
? Develops and oversees the annual operating and revenue budgets and capital improvement programs.
? Consults with administrative personnel, contractors, engineers, airport tenants and other City staff on proposed construction and repair; makes recommendations for modifications or additions to existing facilities and plans long-term development.
? Proposes revisions to snow control plan for FAA approval. Ensures snow removal and ice control are consistent with the approved plan.
? Maintains close liaison with the Federal Aviation Administration that governs aviation safety and airport grants; identifies and directs the preparation of applications for state and federal funds; monitors activities for compliance with funding requirements.
? Consults with air carriers, airport tenants, aircraft owners, the public, and commercial and non-commercial aircraft operators to determine requirements of space and facilities; negotiates leases of airport property and facilities by air carriers, air taxies; state, military and federal agencies and non-commercial individuals; interprets lease agreements.
? Negotiates contracts for airport services by private vendors such as airport security, parking facility and car rentals.
? Represents the Airport Board and the City & Borough of Juneau to the public, airport tenants and visitors; makes formal oral and written presentations to the Airport Board, tenants, public, City and Borough (CBJ) Assembly, Federal Aviation Administration, and other agencies.
? Directs and coordinates law enforcement, airline security and Aircraft Rescue and Fire Fighting services in accordance with airport ordinances and federal, state and city laws and regulations.
? Prepares and distributes Notices to Airmen (NOTAMs).
? Participates in noise abatement activities resulting from complaints of excessive noise from airplane and helicopter operations.
? Directs the collection of passenger facility charges (PFC), rents, fees and other charges; reviews and recommends methods of increasing revenues and maintaining the airport on an economically sound basis.
DESIRABLE QUALIFICATIONS
A bachelor?s degree from an accredited college in aviation management, transportation, business or public administration or related field; AND
Four (4) years of management level experience in airport operations or commercial aviation at an airport of comparable or greater size to Juneau; AND
An Accredited Airport Executive designation issued by the American Association of Airport Executives; AND
Valid Alaska Driver?s License at time of appointment and for continued employment.
SUBSTITUTION: Additional qualifying management experience may substitute for the education on a year-for-year basis.
Special Requirement: Successful applicant must pass a TSA-required security rating per 49 CFR 1542 and 1544 and Airport Security Program. This will require an FBI fingerprint criminal history records check. Continued employment is contingent on ability to maintain a favorable security check.
