Ministry of Defense Resource Management Mentor

 

Overview:

 

DynCorp International is privileged to have been requested to assist the Department of State (DOS) and the Government of Liberia to implement a comprehensive set of measures designed to restore the Armed Forces of Liberia and the Liberian Ministry of Defense.

 

Objective:

 

DynCorp International is to assist the Government of Liberia in recruiting, training and equipping an armed military force from the ground up beginning with 2,000 personnel the first year consisting of a Brigade Headquarters, two Light Motorized Infantry Battalions, and a Support Battalion.  The military will eventually reach a strength of approximately 4,300 personnel if funding permits.

 

Duties/Responsibilities:

 

The incumbent shall work as a team member to design and execute a comprehensive restructuring or the Resource Management Program of the Minister of National Defense in Liberia. Working under the supervision of the Director of Restructuring the successful candidate shall:

 

? Develop draft national resource management policies, in consultation with the Minister of National Defense and the United States Ambassador or his designate.

? Develop standard operation procedures and protocols for the assessment/management of Ministry of Defense resources.

? Participate in the recruiting and vetting of candidates to perform the Resource Management function within the Ministry of Defense.

? Liaise with other members of the DynCorp International SSR Team, the U.S. Government Operations Country Team, principals and senior members of the Liberian Government and Ministry of Defense.

? Other tasks as assigned

 

Background/Experience:

 

The ideal candidate will be a retired U.S. military officer (O-6/O-5) or former senior official from the U.S. Department of State or Department of Defense with experience in Resource Management at the Army or National level.  The office of the Resource Manager (RM) will develop program objectives and formulate the Operations annual budget estimate for the Ministry of Defense, Liberia.  Execute or monitor the execution of budget authority and develop allocation guidance.  Supervise open transactions, conduct budget execution reviews and account for public funds.  Evaluate operations for compliance with policy and recommend improvement.  Experience in Africa is preferred, as is extensive experience in the area civil military resource management at the highest levels.  The candidate must be conversant in the challenges facing post-conflict governments and reconstruction of military institutions.  The candidate must also be diplomatic, personable, flexible and equally comfortable speaking with entry level employees and principals.
