Trade Compliance Manager

We are currently seeking a Trade Compliance Manager to join our team in our San Juan Capistrano, CA location.
JOB SUMMARY: Supports the Sr. Director of Compliance (Director) through oversight and management of daily export licensing and import compliance/operational issues, managing trade compliance staff and providing support to international compliance personnel. Implements Endevco trade compliance policies and procedures effectively incorporating Endevco business strategy. Informs the Director of Compliance of current and pending issues and developments. Determines the need for, completes, and submits applications for export licenses from the U.S. Departments of State, Commerce, Treasury, and other departments as necessary. Leads and manages staff in the same. Manages import compliance procedures and practices, including import entries and processes, and related documents. Provides recommendations to the Sr. Director of Compliance on import and export compliance strategy. Interacts directly with all departments, customers, freight forwarders and brokers to resolve international trade compliance issues Responsible for maintaining current knowledge, mastery and practice of U.S. trade compliance regulations, timely managing dynamic workload including license administration, entry processes, foreign person visits, engaging Directors of Engineering on classification issues, and other trade related matters as assigned by the Director.
ESSENTIAL FUNCTIONS AND BASIC DUTIES:Maintain current awareness and mastery of federal regulatory requirements in the areas of U.S. export and import compliance and documentation, including the U.S. Customs regulations, the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control Regulations (OFAC), and the Foreign Trade Statistics Regulations (FTSR), etc. Must possess expert level knowledge of the regulations noted above. Export license determination, administration, and licensing under the EAR, ITAR, OFAC, FTSR, and US Customs Regulations. Demonstration of strong judgment, discretion, and management skill. Recognizes organizational issues and stakeholders impacting and affected by Compliance operations, and the need to inform the Director of current events and trends. Actively plan capacity utilization. Manage timely completion and submission of ITAR and Commerce export license applications and administration of licenses. Provide metrics as requested to the Director. Manage direct customer interaction on trade compliance issues to ensure timely, accurate filing of export and import compliance documents and applications. Recognizes the need to involve and inform organizational departments impacted by Compliance processes and events. Interacts directly with the U.S. Departments of State, Commerce, Treasury, and Homeland Security (Customs) to resolve regulatory and transactional questions involving import/export issues. Report to the Director, and thereafter investigate suspected shortfalls in compliance, composing voluntary disclosures as requested. Provides oversight and management of all trade compliance administrators. Demonstrates ability to fill role of Sr. TCA when necessary, including the preparation and filing of commercial shipping and other U.S. Government required documents (e.g., AES filings).Coordinate with Global Supply Chain & Logistics Department to ensure coordination of export license attainment and production scheduling. Conducts trade compliance training throughout the firm. Conduct research and related tasks as assigned by the Director. Expand knowledge base at all times to advance Endevco?s commercial and compliance interests. Perform transaction audits to monitor and ensure regulatory compliance.
QUALIFICATIONS:
Education/Certification: B.A. degree required, preferably in business administration, international business or related field; J.D. or M.B.A. preferred.
Required Knowledge: Expert knowledge of the ITAR, EAR, OFAC, FTSR, US Customs regulations and practices
Experience Required: Minimum five (7) years full-time direct import/export compliance experience (10 years preferred).
Skills/Abilities: Excellent communication and problem solving skills with strong ability to successfully multitask in a time-pressured environment. Strong desire to manage and strategically integrate regulatory requirements into business processes to maximize outcomes. Able to proactively teach the law, not merely impose it. Able to diplomatically manage diverse, divergent needs of various disciplines with competing priorities and limited capacity.
Advanced computer skills including MS office (Outlook, Word, Access, Excel and Power Point). Highly effective interpersonal and organizational skills required.
