Program Manager

Job Description: Exciting opportunity to grow and develop an established office!  Carter & Burgess, an industry leader in engineering, architecture and related services, has an opening for a Program Manager in our Washington, DC Area office Building Programs unit.  Current offerings related to facilities in the sixty-person office include asset management, facilities assessment, construction/program management, master planning, and minor design, backed by the national strength of CB’s consulting and professional services offerings related to all aspects of building design and construction.   This is a “Seller/Doer” position.  The successful candidate will initially be responsible for business development of asset management, planning, design, consulting, and program management/construction management for vertical markets - public, private and federal, with a heavy emphasis on federal.  The primary and initial responsibility will be to grow the business through development of existing open-ended contracts as well as developing new business.  The Program Manager will maintain and be accountable for the Unit's overall sales objectives and will supervise the preparation of proposals by assigned personnel in coordination with office's marketing staff.  This position will evolve to include management of programs in the facilities market, including asset management, planning, design, consulting, and program management/construction.  Initial project management responsibilities will be limited to one federal project that is currently staffed by four employees, with the expectation that the Program Manager will be successful in finding new opportunities for project management.  This is a growth position and the successful candidate will be a self-starter who is excited by the opportunity to capture and then manage new work.  Project management duties will include financial oversight of contracts including billings and collections, client relations, QA/QC, staffing, and all other duties necessary to successfully manage A&E projects. 

Job Requirements:

6 to 12 years of experience with managing, business development and marketing in terms of showing expansion and growth in the vertical federal market for PM/CM, planning, design, consulting, and asset management projects and programs. 
Experience in developing business for architectural/engineering services, including consulting and program management/construction management, is required. 
A strong, established network of contacts and experience with federal agencies and/or other clients is required.
Must demonstrate strong client relation skills.
Must be able to demonstrate good communication skills, both written and verbal. 
BS degree in Architecture or Engineering required, with Professional registration (PE, AICP, or RA/NCARB) preferred.
Experience with unit operations, profitability, QA/QC of architectural/engineering/PM/CM, hiring and staffing needs, and staff performance evaluations is desired.
