Community Development Loan Officer

FUNCTION:
Responsible for developing relationships with directors of programs that target low-to- moderate income neighborhoods.? Co-Relationship Manager for community development loans originated and booked in local market loan portfolio.? Provides a full range of banking services to organizations with annual sales of up to $5MM with emphasis on client contact, sales and services.? Operates with various degrees of authority and specialization.? Analyze and evaluate low-to-moderate income housing development construction budgets.??? Monitor community development construction projects.? Prepare community development project budgets, feasibility reports and other reports essential to affordable housing projects.

ESSENTIAL DUTES:
? Responsible for the sale and administration of all banking services to include loans, deposits, investments, trusts, etc. to all affordable housing organizations, non profits, churches, etc.
? Develops relationships with directors of programs that target low-to-moderate income neighborhoods.
? Act as a liaison between Borrower and Relationship Manager.
? Meeting with customers through personal calling efforts, branch referrals and other contracts to discuss banking needs and recommending ways in which the bank can serve their needs.
? Cross-sells a full range of banking services to present and potential customers according to a marketing plan approved by the Manager.
? Responsible for the proper pre-qualifications, structuring, pricing and exception-free closing of affordable housing development loans.
? Make presentations at community development workshops and seminars.
? Occasionally meet with counterparts in other regions to discuss various loan and equity resources available to affordable housing projects.
? Assist Community Outreach Directors with community development project analysis and evaluation.
? Other duties as assigned.

Required Skills:
REQUIRED EDUCATION/EXPERIENCE:
? College degree in Marketing/ Business Administration/ Finance/ Management/ Accounting or Construction, or equivalent work experience.
? 3-5 years commercial lending? experience.
? Banking industry experience.
? Completion of a formal credit training program (HNB or other financial institution).
? 3+ years Commercial Real Estate lending experience.
? 2+ years construction lending experience.
? 1+ years experience with low-to-moderate multifamily and single family lending.
? 1+ years experience working with private, non-profit, and government housing programs.
? Experience working closely with local and state government.
? Extensive community related experience, such as working with non-profit community groups, etc.

REQUIRED SPECIFIC KNOWLEDGE:
? Knowledge of various government housing programs.
? Ability to organize redevelopment lending programs, leveraging banking resources with government and private sector borrowers.
? Understanding of PC based word processing and spreadsheet software.
? Understanding of PC/CRT applications.

? Ability to lift/move/carry approximately 20 pounds if required to perform the essential job functions.?
