Sr. Manager, Reimbursement Programs/Policies

Responsibilities:

 

The candidate will be responsible for developing reimbursement programs and policies that will be one of the critical success factors in the successful launch and penetration of Soliris?, a novel orphan drug product in the hematology arena. The incumbent will report to the Senior Director Commercial Distribution, Reimbursement & Pricing Policy and be responsible for the development and implementation of key reimbursement strategies and tactics to achieve pre-, launch and post- launch objectives. The candidate must possess very strong interpersonal skills and will work in a cross-functional environment within Alexion, as well as serve as an important representative of the business externally, with key payers and important professional and patient organizations and their members. Key job responsibilities include, but are not limited to the following: Assist in the development, implementation, and management of Alexion?s reimbursement strategies, plans and tactics to ensure that Alexion achieves optimal reimbursement coverage for Soliris?. Assess impact of product pricing and reimbursement coverage for Medicare, Medicaid and private payers in the U.S. Develop strategy to address gaps and implement plan to ensure positive coverage. Evaluate and select vendors, develop policies and gain senior management approval and implement patient assistance programs for Soliris?in the US. Support Alexion EU as it pertains to assessing current foreign country reimbursement models in selected launch countries and the effect of orphan drug status on coverage. Provide dossier templates for submission as required by EU countries. Develop and implement effective reimbursement program ensuring facilitated transition of coverage for trial patients and implementing an education program for providers and payers. Lead Alexion?s efforts in communicating, collaborating, negotiating, contracting and building relationships with the various payer groups, both private (key hospital customers including hospital corporations and buying groups, MCOs, and major insurers) and public (CMS) in regards to Soliris?. Develop and implement price reporting system for calculating and reporting ASP, AMP, Non FAMP, Best Price, PHS and all other price reporting obligations. Develop metrics and establish measurement tools to enhance internal and third party accountability for goal attainment. Establish best-practice standard operating procedures as pertaining to reimbursement and price reporting obligations. Track, manage and update key components of the planning cycle on a regular basis?business plans, budgets, forecasts. Develop and maintain strong relationships with all key functional areas and external constituents, and through those relationships, work to ensure product objectives are being met. Participate in the development of strategies that will contribute to long-term growth for the franchise (i.e. lifecycle management, etc.).Skill Set: Along with the Senior Director Commercial Distribution, Reimbursement & Pricing Policy plays a key role in developing reimbursement policies, strategies and tactics, with an equal commitment to implementing tactics through an appropriate combination of individual and team efforts. This person must possess a strong ability to manage across multiple functions, working independently when appropriate, in teams and as a sub-team lead. Candidate must have the ability to create and sustain relationships with important stakeholders. The incumbent must have operational experience. This role will have direct contact with Senior Management at appropriate times and will require strong communication and presentation skills.

Knowledge: Must have significant knowledge in areas of orphan drug reimbursement and payers as well as implementation of patient programs. Incumbent should have experience in managing external program vendors on a day-to day basis, managing reimbursement program budgets and price reporting obligations. Exposure to all aspects of commercialization and development processes including knowledge or prior involvement in market research activities is essential to be successful in this role.

Successful candidate must also demonstrate in depth knowledge of reimbursement of orphan drugs within the Medicare part B and D programs, State Medicaid and private insurance areas as well as price reporting requirements. Experience in implementing patient assistance programs and European reimbursement programs desired.

 

Requirements:

 

A BA/BS is required however a MBA in Business or Finance is strongly preferred.

 

Experience: For consideration, we require that the successful candidate have 4+ years of pharmaceutical reimbursement experience. Candidate with prior price reporting and reimbursement activities experience in US plus EU reimbursement experience would be ideal. Experience in hematology/oncology or specialty biologics/orphan drug products would be considered a plus.
