Site Facilities Manager

NATURE OF WORK PERFORMED:
To efficiently and effectively manage the facilities team, ensuring the performance of the base facilities systems on site meet the required level of performance, namely; quality, specification and uptime. Manage all site services, security and facilities projects. Budgetary control is also essential to ensure systems are managed is a cost effective manner.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.
? Continually assess appropriateness of existing base facilities systems (PCW, DI water, HVAC, Exhausts, abatement systems, bulk gases, process vacuum, etc.) in meeting current and future process requirements.
? Develop and manage programs to improve the performance of critical facilities systems through the use of SPC techniques.
? Continually improve the critical facilities systems uptime by implementation of plant reliability and robustness initiatives.
? Provide technical proposals / recommendations to the facilities maintenance Operations Team regarding best maintenance techniques.
? Evaluate and propose new designs associated with the site space planning needs.
? Develop project scope of works, complex project plans and manage multiple projects in parallel.
? Manage cross-functional project teams ensuring that priority conflicts are resolved effectively.
? Manage contractor negotiations and subsequent site working.
? Track performance to schedule and spend variance.
? Develop and manage the facilities department budget.
? Complete cost benefit analysis proposals as and when required.
? Perform investment appraisals as and when required.
? Manage and improve the base facilities cost of ownership programs on site.
? Manage the site EH&S activities
? Manage all site services, security, space planning & soft services provision
? Work closely with the Procurement Team to continually reduce the net facilities cost base across all facilities spend categories
? Develop and mentor Facilities Team, managing staff through change objectives and reviewing performance on a regular basis.
? Establish good customer relationships

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
BS degree in Engineering (Electrical, Mechanical) or related science / engineering field. Master?s degree or equivalent experience would be ideal. Must have engineering training/experience within a semiconductor facility (at least 150mm), ideally 200mm capability.
OTHER QUALIFICATIONS:
Ten (10) to twelve (12) years experience with Facilities engineering systems (which includes but not limited to: HVAC, electrical distribution, Facilities Management System, Process Cooling Water, Exhaust, chemical, DI water, etc.). Prefer at least 2 years of supervisory experience or MS degree in Business. Must have excellent written, verbal and presentation skills. Effective and timely interfacing with all organizations (Wafer Fab and other support functions) is required.
Capable management and technical skills to provide direction and support to the engineering professionals and maintenance supervisors. Should have a good knowledge of environmental/regulatory requirements for UK governments. The ability to manage and direct capital and expense departmental budgets. Excellent written and verbal communications skills and basic computer PC software operating skills (Word, Excel, Project Scheduler).
LANGUAGE SKILLS:
Ability to read and comprehend complex instructions, correspondence, and memos. Ability to write comprehensive correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ration, and percent and to draw and interpret bar graphs.
PHYSICAL DEMANDS:
Employee will frequently be required to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, and stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 100 pounds. Must meet requirement to wear a respirator and to participate as a member of the emergency response team.
WORK ENVIRONMENT:
Employee is required to work in a Class 100 cleanroom when necessary. As a member of the emergency response team you may be required to work in a chemically contaminated environment due to hazardous materials release.
