The State Director of the Alaska Small Business Development Center independently manages and supervises the statewide delivery of five major business assistance programs: The Small Business Development Center program (SBDC), the BUY Alaska program, the Procurement Technical Assistance Center of Alaska (PTAC) program, the Technology Research & Development (TREND) program and the Alaska Performance Excellence Award (APEX) program. A successful applicant will be challenged by and rewarded from delivery of these highly effective programs and the intricate relationships of stakeholders and funding partners necessary to ensure year to year program continuance. The Alaska SBDC celebrates its 20th Anniversary of delivering substantive business assistance throughout Alaska in 2006. The Alaska SBDC is hosted by the University of Alaska Anchorage and all centers and programs are staffed with UAA employees. Centers supervised by this program are located in Anchorage, Fairbanks, Juneau, Kenai Peninsula, and the Mat-Su Borough. The program also operates a Rural Outreach Program.
Knowledge, skills and abilities required for this position. Significant knowledge, experience and understanding of small business operations and management. Documented successful experience in executive level management positions requiring program design and implementation, financial accountability, contract administration and human resources management. Professional experience in marketing, promotion, public relations, and public speaking. Previous experience in grant writing, fund accounting and grant administration as principal investigator is highly preferred. Well established network with Alaska's business community or demonstration of prior equivalent business and community networks in other statewide job management performance.
Typical education or training required for this position (including licenses).
Masters Degree in Business Administration, Marketing, Management, or Finance or equivalent work experience. Experience of 5 or more years of small business ownership preferred.

1) Describe your professional experience of engaging community for successful collaboration and negotiation. Relate at least two examples of successful engagement, collaboration, negotiation and outcome within a diverse situation or group.
2) Describe your professional experience raising funds from public and private sources. Outline a funding strategy used and outcome of strategy deployed. Relate your ability in that experience to the Alaska SBDC which requires a balance of multiple funding sources for successful delivery of services.
3)Describe your professional experience in leading diverse groups.
The total response to all three topics should be no more than 5 pages, single-spaced in 12 pt. font.
Position Duties:
PROGRAM MANAGEMENT
Independently direct, manage and supervise the statewide delivery of five major business assistance programs, including the operation of five regional centers and a rural outreach program, employing a total of thirty professionals and support staff.
Lead and promote interaction and cooperation among the five business assistance programs, their resources and their stakeholders locally and at the state and national levels.
Ensure the ongoing delivery of accessible high quality substantive business assistance services on a statewide basis that meet the needs of Alaska's small business community. Supervise the design and implementation of client and stakeholder needs assessment tools.
Supervise the design and implementation of evaluation tools and techniques for all programs to ensure and maintain consistent quality and credibility throughout the organization. Monitor & evaluate overall program performance and quality of service. Provide immediate corrective or disciplinary action as required to ensure programs and program staff are meeting the expectations and functions of program service and outcome.
As Principal Investigator, administer and/or oversee all federal, state and private agreements, contracts and conditions of each applicable agreement and ensure performance of scope of work is above average in order to receive continued funding. Supervise the preparation and review and approve all program and financial reports required by funding agencies or organizations prior to submission to agencies.
Maintain on-going communication with all agency project officers/representatives and private donors/contributors to ensure expectations of program operations are being met; plan, develop and coordinate activities with agency representatives & private contributors as required.
Supervise preparation for all agency/organization program reports, reviews and/or audits conducted & participate in all program/financial reviews and/or audits; including the major ASBDC accreditation conducted every four years.
Interface with UAA administration & UA administration as required concerning issues affecting the Department, including personnel/purchasing regs., grants & contracts, research & the office of academic affairs.
Serve as a member of the Leadership Team of the UAA CBPP to represent issues of the Department and to provide input to the Dean on planning and direction for the College and its interrelationship with the Department. Serve as a positive community connection for the University to the private business sector.
PERSONNEL MANAGEMENT
Hire, supervise, evaluate, complete annual reviews, and provide disciplinary action for all key personnel in the organization. Approve all new and temporary positions and all PDFs prior to submission to UAA Human Resources. Provide the State Director's portion of orientation to every new hire in the organization. Supervise development and identifcation of professional development opportunities for all key personnel on an on-going basis. Supervise development of new positions and/or revision of position descriptions as necessary to ensure productive efficient use of resources and achievement of strategic activities.
FUNDING
Independently provide as well as supervise activities that ensure sufficient funding is obtained annually to continue programs & employment of staff.
Prepare major grant proposals, such as the annual SBA proposal, and supervise others in production of the proposal components for timely submission. Prepare and/or supervise and review the preparation of other grant and funding proposals (borough, city, private sector) and act as principal investigator.
Prepare Department's annual State Capital Budget and/or State Operating Budget appropriation for submission to UA statewide budget development office. Communicate with Governor's Office of Management & Budget and Alaska State Legislature regarding program funding & dollar for dollar match requirements to SBA grant. Communicate match requirements of other grants and agreements and actively seek new sources of funds for match and program growth.
Approve all program budgets & all program expenditures; total budget averages $2.5 million/year.
Manage twenty-six separate accounts funding five Department programs.
Negotiate and supervise contracts with multiple external organizations and stakeholders for funding of the SBDC program. Approve all purchases, travel, accounts payable and contracts of the department prior to UAA approval.
Act as the SBDC Liasion for funding of SBDCs by SBA nationally. Inform local supporters of national and state SBDC program performance outcome.
PROMOTION/ADVOCACY
Serve as a visible and recognized small business advocate throughout the state of Alaska, providing information on small business issues, legislation and activities, to businesses, business and trade organizations and state, federal & local agencies.
Participate as an active member of business & professional organizations, serving on boards, committees & special task forces throughout the state, to represent small business and the programs of the SBDC.
Promote SBDC, PTAC, BUY ALASKA,TREND and APEX programs statewide through presentations, development of collateral materials, development of publications and public appearances.
Plan and supervise special events, activities and functions which promote and market the programs and performance outcomes of the department.
Independently recruit and appoint members to the SBDC statewide advisory board; convene and preside at regular meetings of the Board; maintain on-going communication with Advisory Board members on small business, program and funding issues.
