The Massachusetts Teachers Retirement System (MTRS) is seeking a fulltime contract employee to assist in converting several Access 97 databases to Oracle Database and Oracle Application Express (OAE) front end.  These Access databases are mission critical business processes.

Background:

The Massachusetts Teachers? Retirement System (MTRS) is the pension plan for the Commonwealth?s public school educators. The plan provides retirement, disability and survivor benefits, totaling over $900M per year to over 48,000 recipients.  On a monthly basis, the MTRS collects member contributions, in excess of $500M per year, and related data for all active members from over 400 local school districts. The MTRS maintains and services accounts for over 85,000 active members and more than 10,000 inactive members.

A key challenge for the MTRS is the aging of our membership and the correlated increase in work volume, which will remain high for the next several years. Unlike 5 years ago, when the MTRS processed less than 2,000 retirements per year, we now process over 4,000 per year and expect a sustained period of similar high volume.  In addition to retirement applications, the MTRS processes over 10,000 service related transactions each year.

Initial projects:Conversion of Access 97 to Oracle DB and OAE for two annual business requirements and a critical business activity tracking system Design and develop reports using Crystal Reports

Skills:Must have prior experience converting Access 97 applications to OracleMust have strong PL/SQL experienceApplication development experience with Oracle Application Express (OAE)Solid experience with Crystal Reports and writing SQL code to generate reports a plusExperience with data cleansing and data managementJava experience desirableShell scripting desirableStrong communication skills, including the ability to explain complex technical concepts to a variety of audiencesMust possess the ability to work independently and in a team environment
