Kelly Services is currently seeking qualified candidates for a 1 year contract position with the State of Wisconsin. Details are as follows:
The Wisconsin Department of Transportation's Highway Access Management System (HAMS) is a one-stop web portal designed to simultaneously answer all questions related to DOT reviews, and to provide end-to-end automation for the business process and workflow of Driveway Permits and Land Division Reviews. These reviews require the simultaneous addressing of temporal, legal, spatial, and automation aspects given the multifaceted nature of the access management process. Conceived as a Decision Support System, HAMS is a Data Warehouse with several components including a Document Management System, Roadway data repository, an Engineering, GIS and USGS 24K Quads Server, as well as a core relational database which holds data on land divisions, keywords, the State Access Management Plan, and Statutory Access Controls.
HAMS Phase II requires a Database Architect 1 to independently build and maintain relational and spatial data repositories for the Highway Access Management System. This includes developing strategies for data acquisitions, archive, recovery, and the maintenance of this database.
Planned tasks include:
? Raster Catalogs of spatially referenced raster data, including oversight of the geo-referencing of images;
? Temporal and Spatial organization, prioritization and optimization of raster data for serving via WisDOT?s ArcIMS infrastructure;
? Spatial data development relating to capture, development and maintenance of Access rights, for use in WisDOT?s ArcSDE infrastructure;
? Relational data development for HAMS using TOAD, including capture, development and maintenance of data relating to Driveway Permits, Access Covenants, Subdivisions, Land Divisions (Trans233), 84.25 Projects and Authorizations
? Generation, capture and maintenance of precise spatial information (including Reference Points) for Driveway Permits, Access Covenants, Subdivisions, Land Divisions (Trans233), 84.25 Projects and Authorizations using the Public Land Survey System (PLSS) and the WisDOT Locational Control Management (LCM) system.
The applicant must be able to manipulate database management systems, data warehouses and multidimensional databases and develop data in these environments. The HAMS project will rely on the Database Architect?s experience and expertise to perform a wide variety of data tasks in planning and accomplishing project goals. All work will follow the standards set forth by WisDOT IT.
The work will require familiarity with a variety of database concepts, practices, and procedures, and their utilization within a corporate IT operation. Understanding the spatial characteristics of data, used within a GIS environment, is also very important to this effort. In addition, familiarity with WisDOT?s LCM and RP structure, GIS data development including Raster data and Image Catalogs, and SQL as applied to spatial data development in a relational setting will be critical.
This work requires thorough understanding of the Public Land Survey System (PLSS), its use in GIS and document management relating to Real Estate and legal rights acquisitions.
Finally, understanding of the business use of Right of Way plats, including the spatial and temporal aspects involved in their effective use; and of transportation business practices relating to State Statute 84.25 and Transportation 233 will be very beneficial
This individual will work out of Hill Farms Transportation office in Madison for up to 40 hour per week. This assignment will last up to 1020 hours from August 1, 2006 through July 1, 2007.
