Electrical Power System Engineer - Commitment Analysis

Responsible for overseeing the daily operations of the NYISO Day-Ahead market. Expected to gain working knowledge of the New York State high voltage transmission system and the market analysis software to support the NYISO markets and security functions. Provide support in the development of software and techniques to assist in analyzing market functions.

Perform daily procedure of running Day Ahead Energy Market while ensuring successful and timely daily posting.

Coordinate daily commitment activities with all internal ISO staff, including Scheduling, Power System Operations, Market Monitoring, and IT functions.

Direct, implement, test and maintain software modifications to the Security Constrained Unit Commitment (SCUC) and Real-Time Scheduling (RTS) programs.

Ensure integrity of software modifications by development and implementation of Business Owner Quality Assurance procedures to verify technical power system unit commitment and security analysis functionality.

Provide Power System Operations Dispatcher support and Operator training for SCUC, RTS, SRE and IS+.

Develop and maintain software and operating procedures to address special market and operating conditions.

Provide engineering support to the scheduling function to coordinate transmission facility and generation outage scheduling and provide software maintenance of scheduling databases.

Provide technical support to Market Monitoring, IT Quality Assurance and Customer Service in replying to Market Participant questions for all aspects of Market Operations.
Implement and maintain OASIS Total Transfer Capability (TCC) limits used for scheduling limits in the Security Constrained Unit Commitment (SCUC), Real-Time Scheduling (RTS) programs and Real Time Security Analysis.

Maintain support to create weather-based load forecasts used in the Day-Ahead and Hour-Ahead Markets.

Ensure integrity of new load forecast models by development and implementation of Business Owner Quality Assurance testing procedures.

Experience/Skills:

Minimum of 3 years of experience in power system engineering, unit commit operation, operations or related discipline. Intermediate competency in windows operating environment using MS Office applications, database spreadsheets, e-mail and internet programs. Working knowledge of UNIX desired. Working knowledge of state estimator programs desired or equivalent combination of education, training and experience.

Associate Engineer requires a Bachelor of Science degree (BS) Electrical Engineering and no prior related or industry experience. Associate Engineers perform routine engineering studies under the guidance of a more senior engineer. When they attend meetings as a department representative, they transmit information between the committee / attendees and more senior department engineers.

Senior Engineer requires a Bachelor of Science degree (BS) Electrical Engineering; Master of Science Degree (MS) Electrical Engineering strongly preferred; at least 6 years of experience in power system engineering, unit commitment operation, operations or related discipline; or equivalent combination of education, training and experience. Professional Engineering (PE) license preferred. Considered the department*s subject matter experts, Senior Engineers assist others to understand technical information, participate in committees, project and meetings and recommend procedure and policy changes to manager.


Education:

Bachelor's Degree (BS) Electrical Engineering; Master*s Degree (MS) Electrical Engineering preferred.
