Manager IT
Description: Provides department-level technology vision and oversight of the application architecture capability within EPDS (EPDS develops desktop and web-based, customer-facing research products under the CCH brand.) Provides mentoring and leadership for a group of architects who are deployed to application development projects. Works within the context of the department and the enterprise to set technology direction and standards, and to enable and coach architects in their use. Serves as a member of EPDS senior management team.
Essential Duties and Responsibilities
o Manage EPDS' application architecture capability. Hire, enable, train, develop, coach and oversee Application Architects and DBAs within EPDS. Facilitate knowledge-sharing and a sense of community among the EPDS architects. Participate in the assignment of architects to development projects.
o Provide technical vision, leadership and strategy relative to the application architecture and technologies required for EPDS products and web sites. Coordinate with the Manager of Infrastructure Architecture as appropriate.
o Provide review and quality assurance of application architecture and designs on EPDS development and maintenance projects. Perform management reviews and formal architecture audits as required.
o Drive the development of departmental technical standards, policies and procedures, coordinating as necessary with the Manager of Infrastructure Architecture and the Software Process Improvement group within the TOP/SS PPMO. Drive continuous improvement of the architecture, design and testing components of the EPDS Software Development Practices; advocate their use and tailoring on projects, and coach architects and developers in their use.
o Provide performance management for architects and DBAs, including development and monitoring of annual goals, identification and oversight of training and professional development needs, and devising/monitoring performance improvement as necessary.
o Establish competencies and skill levels for architects and DBAs. Coordinate with the Manager of the EPDS Resource Center to integrate with the competencies and skill levels of developers, and with the TOP/SS PPMO to integrate with the competencies and skill levels of project managers.
o Serve as a member of the senior management team of EPDS: participate in budgeting, salary administration, goal setting, cultural change initiatives, etc.
o Represent EPDS and its business customers' needs in knowledge-sharing forums with other architects across the enterprise; work with WK enterprise architects as appropriate both to bring EPDS perspective to their work and to implement enterprise technical direction within EPDS' work.
o Monitory industry trends related to web development/architecture and software development in general; keep abreast of new technologies.
o Participate in external technology forums.
o Perform other duties as assigned by management.
Qualifications:
Education:
o BS or MS in Computer Science or related technology field
o Formal training in structured software development processes and techniques
Experience:
o 10 years of software development experience is required, including:
o 5 years experience in architecting and/or leading the development of customer-facing internet or desktop applications
o 5 years of hands-on application development experience involved with customer-facing internet and/or desktop applications
o A minimum of 1-3 years experience leading emerging technologies and/or performing technology vision and strategy within a large-scale, corporate environment
o A minimum of 1-3 years of supervisory experience, including hiring, performance management, salary administration
o Demonstrated expertise is required in multiple Internet, server and desktop development technologies, including but not limited to: C, C , COM/DCOM, Visual Basic, C#, WinForms, ADO.NET, ASP, ASP.NET, scripting languages, CSS, XML, and HTML. Development experience in the following targeted production environments is required: distributed desktop, client server applications, load balanced web environments running MS Server 2000/2003, IIS5 & 6, and MS Site Server.
o Deep understanding of logical database design and development, especially in Microsoft SQL Server, is required.
o A demonstrated expertise in the use of Microsoft development tools and technologies including Visual Studio (2003 and/or .Net) and Visio is required; working knowledge of emerging Microsoft technologies and architecture, such as .Net 2.0, SOAP, Visual Studio Team Suite is required.
o Experience with documentation and source code repository tools such as MS SharePoint and Visual Source Safe is required.
o Deep experience with formal software development processes and procedures is required. A demonstrated ability to tailor and scale approach to the needs of a project is also required.
o Demonstrated ability to create practical technology visions and strategies and communicate them to all levels of the organization is required; demonstrated ability to absorb and analyze new technologies and practices is also required.
o Experience in defining and implementing standards, processes and procedures is required.
o Track record of successfully driving technology change within a large, matrixed organization is required. Ability to explicitly drive culture change is highly desirable.
o Prior experience in architecting applications for off-shore development is highly desirable.
o Prior experience working in a large,corporate IT organization is required. Experience with an outsourced IT infrastructure is desirable.
o Excellent application design, analysis and testing skills are required.
o A well-rounded understanding of strategy, technology development, operations and business processes is required.
o Experience with research application domains such as accounting, tax, law and marketing is desirable.
