SAIC?s Space, Earth, & Atmospheric Sciences (SEAS) Business Unit provides the scientific, engineering and operational support for the United States Geological Survey (USGS) Center for Earth Resources Observation & Science (EROS).

RESPONSIBILITIES

 

The Landsat Data Continuity Mission Element Leader is a project manager responsible for all aspects of planning, managing, and reporting of one or more elements within a very complex, multi-task, multi-year engineering development activity in support of the USGS role in the LDCM. The Element Leader must (1) lead the planning of Technical Support Services Contractor (TSSC) work to support the USGS LDCM roles and responsibilities within their assigned element, (2) maintain TSSC Work Breakdown Structures (WBS), detailed schedules, budget baselines and project control mechanisms, (3) monitor and control project scope, schedule and financial status, (4) apply principles and metrics of Earned Value Management, (5) manage the work performance of TSSC staff within the assigned element(s), and (6) develop and maintain project management documentation and (7) provide project status reporting with Earned Value Management (EVM) techniques. Assigned LDCM Element assignments may include one or more of the following: Product Generation, Order Fulfillment, Calibration & Validation, Archive, Data Acquisition and Flight Operations.

 

Responsibilities Include: 1. Negotiate the scope, schedule and cost of work for the assigned element 2. Maintain the appropriate portions of the LDCM WBS and WBS Dictionary. 3. Assure implementation of Earned Value Management 4. Work with Satellite System Engineers to define the tasks and level of effort 5. Prepare and maintain work schedules 6. Authorize, direct and control the work within assigned element. 7. Assist with USGS project planning and preparation and maintenance of USGS LDCM Project planning documentation. 8. Provide overall work direction for team members in accordance with project requirements, ensuring all team members are informed of project scope and goals, and have a clear view of the project plan and progress to date. 9. Manage project tasks against the project schedule, ensuring proper communication, documentation and completion. 10. Identify any baseline scope, schedule or budget changes, submit baseline change requests and perform impact analysis as a result of change requests or resource conflicts. 11. Communicate project status to project management, other element managers, and team members; assist with the preparation of project status presentations to both TSSC and USGS management. 12. Serve as the controller for preparing, analyzing, and reporting schedule and budget status including variances and estimates to completion. 13. Inform management of risks and significant problems as they are identified

 

EDUCATION/EXPERIENCE

 

A minimum of a Bachelors degree in engineering, computer science, project management, Satellite Systems, or related field is required. Minimum of 2 years experience in project management of complex system development activities is required.

 

REQUIRED SKILLS

 

Position requires outstanding interpersonal and organizational communication skills, both written and verbal. Ability to think independently, handle complex multi-task environments, adhere to a very detailed project controls process and maintain detailed project metrics is required. Understanding of the technical nature of the work being performed within assigned element is required.

 

DESIRED SKILLS

 

Experience in planning, deploying, and using Earned Value Management is desired. Experience in satellite systems engineering, remote sensing data capture, processing, archive, distribution and scientific application is highly desired. Prior experience with large U.S. Government procurements desired.
