Senior Programmer Analyst - SCADA/EMS Systems

Role and Scope of Position:

Accountable for providing expert solution development advice and assistance to personnel and project teams to design, develop, integrate and maintain NSTAR?s SCADA and Energy Management Systems.  This position is a subject matter expert in SCADA and provides leadership for technical and administrative support to NSTAR?s Control Room operations from an SCADA perspective.  Requires experience with SCADA applications.  Various tasks includes 24x7 on-call support, analysis, design, programming, troubleshooting, recommending solutions and implementing fixes associated with SCADA applications.

 

Essential Functions:

?  Provides subject matter expertise for SCADA applications and is responsible for communication with end-users and vendors for SCADA software enhancements/problems.

?  Responsible for providing business analysis perspectives for proposed changes to the SCADA applications and associated interfaces.

?  Provides technical expertise, guidance and consultation to IT personnel and operations users in the development and implementation of SCADA and SCADA Systems.

?  Provide 24/7 production support of NSTAR?s SCADA systems. Review requirements, design, and development of SCADA software and hardware.

?  Experience in additional areas of support including Real-time and SCADA Applications.

?  Works with business clients to align technical recommendations with business objectives by understanding the strategies and objectives of supported business units within NSTAR.

?  Serves as a technical lead on matrix-managed project teams.

?  As assigned, functions as the liaison and coordinator to promote maximum synergies between SCADA projects and to facilitate the quality delivery of projects.

?  Ensures, according to the operating and strategic plans, the necessary elements to grow and develop SCADA resources.

?  Uses best practices and benchmarks to achieve efficient and effective services.  Applies specific best practices as appropriate to ensure continued improvement in core competencies.

?  Uses IT industry recognized approaches, methodologies and techniques specific to competency area to deliver quality IT solutions.Supports the development of positive relationships with NSTAR end users, business partners and vendors.

 

Technical Knowledge/Skill:

In-depth knowledge of bulk power system operations and SCADA power system analysis tools required.  Requires extensive knowledge and hands on expertise with systems development methodologies and knowledge of the capabilities and limitation of technologies and of the most sophisticated programming.

 

Education: 

Requires a Bachelor?s Degree in Business, Computer Science or related discipline.

 

Experience: 

Minimum of eight (8) years business and technical experience.  Previous experience developing and supporting a major vendor?s Energy Management System and SCADA System required.
