Software Tech Lead

Columbia, MD firm has an immediate opening for a top-notch, highly motivated and hands-on software project lead. We are searching for candidates that have a solid software engineering background and experience managing software projects in addition to excellent technical, communication and administrative skills. We are a small but fast-growing company that is a leading provider of software solutions for the public safety and law enforcement industry. Responsibilities:

Technical Understanding
? Possesses excellent understanding in the areas of application programming, database and system design
? Possesses excellent understanding of web-based and client/server architectures
? Analyzes software requirements to determine feasibility of design within time and cost constraints
? Consults with engineering staff to evaluate hardware, software, and operational performance requirements of the overall system
? Leads technical discussions and has the ability to comprehend and express highly technical concepts
? Develops software requirements specifications, use case diagrams, software development plans, development schedules, high level designs, and test and validation plans
? Maintains awareness of new and emerging technologies and the potential application on client engagements
? Demonstrable experience developing with either J2EE or .Net
? Working knowledge of one or more of the following is a plus: Delphi, C#, Oracle

Project Management
? Creates and executes project work plans and revises as appropriate to meet changing needs and requirements
? Identifies resources needed and assigns individual responsibilities
? Manages day-to-day operational aspects of a software project and scope
? Reviews deliverables prepared by team before passing to client
? Travel, as needed, to attend client meetings for ongoing and prospective projects
? Ensure completion of deliverables and adherence to timelines
? Track milestones and timelines across projects and institute necessary work flow, personnel and financial resource allocations, making alterations when necessary to meet expectations of clients
? Effectively applies our methodology and enforces project standards
? Prepares for engagement reviews and quality assurance procedures
? Minimizes our exposure and risk on project
? Ensures project documents are complete, current, and stored appropriately
Communication
? Facilitates team and client meetings effectively
? Holds regular status meetings with project team
? Effectively communicates relevant project information to superiors
? Delivers engaging, informative, well-organized presentations
? Resolves and/or escalates issues in a timely fashion
? Understands how to communicate difficult/sensitive information tactfully

Client Management
? Manages day-to-day client interaction
? Sets and manages client expectations
? Develops lasting relationships with client personnel that foster client ties
? Communicates effectively with clients to identify needs and evaluate alternative business solutions
? Continually seeks opportunities to increase customer satisfaction and deepen client relationships

Qualifications:
? BS/BA in computer science or engineering required
? Must have 5+ years of progressively responsible experience in software design and development
? Must have 4+ years experience developing in either J2EE or .Net
? Must have 2+ years experience leading software projects
? Must have experience with scheduling, planning, reporting, execution, and release of software development projects
? Must have 2+ years experience with Microsoft Project and PowerPoint

Salary is commensurate with qualifications and experience.
