1. Modern multi-tier business application model -- .NET, J2EE, or LAMP.
2. Relational database system -- SQL Server, MySQL, ACCESS and others.
3. Application server programming -- COM/COM+/DCOM on Windows system and J2EE on Java System.
4. Web portal -- HTML/DHTML/XHTML, JavaScript, AJAX, IIS, ASP, ASP.NET, APACHE, Perl, PHP and other script languages.
5. Programming language -- CC++, C#, VB, VB.NET, Java, Perl, PHP and other modern programming languages.

Also, following skills will be a big plus

6. Text/Audio/Video processing experiences -- due to the nature of this business, we need a lot of manipulation in that area.
7. Knowledge about online publication -- OpenURL, OAI and similar protocols widely used in web collections.
8. Knowledge with humanity and arts -- we are dealing with high end users in these areas, so certain knowledge is very helpful.

The primary responsibilities are developing business applications based on company needs; maintaining IT system to work for the business; providing technical support to non-techy employees and outside customers; and other technical/non-technical tasks related to the job . You have to be a self-starter as well as a team player; have certain level of communication skills; and are able to work on multiple tasks under time pressure.
