Technical Analyst - SPSS Programmer

Required Education: Bachelors Degree; Advanced Degree a plus. Math or Statistics background highly desirable.

 

Qualifications:

 

Qualified applicants should possess excellent analytic skills as well as some writing and editing skills.  Applicant must be an energetic self-starter and able to work independently with minimal supervisory input on assigned projects.  Experience maintaining databases and producing reports a must.

 

Required Technical Skills:

 

SPSS Programming experience is required?SPSS Syntax writing experience a must.  Expert knowledge of MS Word, MS Excel, and MS Access also required. Intermediate knowledge of other Office applications, specifically including MS FrontPage, as well as Adobe Acrobat, a plus.  Local Area Network experience is also desired, but not mandatory.

Job Description:

 

Task 1 ? Maintaining and Operating Formula Computer Programs

Employee will maintain the formula code written in SPSS, including troubleshooting syntax errors, making any corrections or changes to improve the clarity of the code, updating the code based on regulatory and statutory changes, and maintaining appropriate computer back-ups.  Employee will also incorporate any available updated data sets provided by the client and the U.S. Bureau of the Census into the formula data files prior to the Formula Estimate Run. Employee will also run the formula program to generate formula allocation amounts for each. Finally, employee will deliver monthly data and program file back-ups on CD-ROM. 

 

Task 2 - Updating and Implementing Security Plans

Employee will provide assistance in updating the client Systems Security Plan, as well as any other security-related documents and procedures.

 

Task 3 - Verifying and Updating Data

Employee will verify data corrections and challenges, update the formula database on an ongoing basis, assess the database for data quality, and maintain appropriate computer back-ups of data. 

 

Task 4 - Updating the Electronic Library

Employee will update the online electronic library.  In addition, employee will implement proper security procedures to ensure that only approved client and internal personnel have access to this information.

 

Task 5 - Updating the Policy and Procedures Handbook

Employee will assist in updating the Policy and Procedures Handbook and will notify client via email when an update has been made.

 

Task 6 ? Reviewing/Revising Guidelines and Forms

Employee will assist in updating census challenge, Formula Response Form, and Formula Allocation Data documents, ensuring (among other objectives) that those documents comply with applicable regulations.

 

Task 7 - Providing Customer Service

As needed, employee will provide assistance with the toll-free customer service line; fulfilling requests via email, fax, or delivery service; providing information  on how the database and formula works, the specifics of the Formula Response Form, and other general information requests regarding the formula. 

 

Other Duties:

 

Reports directly to Program Manager(s). Works independently. Makes technical and scheduling decisions. Has regular contact with trades people, technicians, outside vendors, contractors and governmental agencies to include Federal government clients. Responsible for scheduling and prioritizing own work. Abides by and adheres to all normal safety or security rules and regulations. Reports infractions of safety or security rules and regulations. Performs other duties as required or assigned, which are reasonably within the scope of the duties listed above.  Organization, communication, customer service and a willingness to take on challenges are keys to success in this position.
