Watch, Warning, Investigation & Response Manager
LOCATION: This position is located in Doha, Qatar.
SUMMARY:
Q-CERT is Qatar?s national computer security incident response team. The Q-CERT incident response team is responsible for managing daily operations involving watch, warning, and investigation of security incidents and cyber threats. The successful candidate will be responsible for supervising and providing leadership to technical staff on the incident response team and conducting tasks related to operational capabilities. Operational capabilities include, but are not limited to incident coordination, technical analysis of security threats, and coordination/dissemination of appropriate watch, warning, and threat information.
Key responsibilities include:
- Leading and managing technical tasks, projects, work plans and operational capabilities.
- Providing senior experience in technical investigations of computer security incidents and coordinating incident response activities.
- Conducting interviews, making hiring and purchasing decisions, setting goals and performance objectives, and conducting performance reviews.
- Contributing to and leading the development of new tools, businesses process, and services to support the incident response capability.
- Assessing the severity of security threats (e.g., incidents, vulnerabilities, malicious code) and coordinating broad notifications to sponsors and customers in a timely manner.
- Corresponding both tactically and strategically with internal analysis teams, sponsors, customers, and other Computer Security Incident Response Teams (CSIRTs).
- Contributing to and participating in project reviews and customer/partner discussions.
- Representing Q-CERT and presenting material in public forums and conferences.
MINIMUM QUALIFICATIONS
Education/Training: BS in Computer Science or related field with ten (10) years of applicable experience, or equivalent experience; MS in Computer Science or related field with eight (8) years of applicable experience, or equivalent experience; PhD Computer Science or related field with six (6) years of applicable experience, or equivalent experience.
Experience: Candidates should have experience supervising and leading a group of technical staff and be able to demonstrate substantial knowledge of:
- Information technology, internet protocols, security technologies and telecommunication systems.
- Preparing and managing project plans.
- Common classes of software vulnerabilities.
- Performing computer security incident handling.
- Operational details of multiple operating systems.
- System and/or network administration.
- Coordinating and conducting incident response activities.
- Conducting technical analysis of and assessing the threat posed by vulnerabilities and malicious code (e.g., viruses, worms, rootkits).
- Collecting, analyzing, and summarizing data for current security trends.
- One or more programming languages (e.g., C++, Perl, Java, etc).

- Be able to identify and set appropriate priorities for technical staff.
- Recognize and deal appropriately with confidential and sensitive information.
- Maintain composure while dealing with difficult people.
- Interact effectively with strategic partners, management, technical and non-technical audiences via both verbal and written communications (e.g., technical writing, user guide development, requirements analysis, project plans).
- Be able to collaborate effectively and work closely within a coordinated team environment.
- Communicate and work effectively under normal and stressful situations.
- Meet inflexible deadlines.
Mobility: Job requires international travel; Ability to travel to other locations in Doha, Qatar and CMU/SEI Pittsburgh office; and frequent local travel to client sites and workshop venues.
Environmental Conditions: Normal office conditions; however close contact with computer for prolonged periods of time.
Other: Candidate must be able to pass a background investigation and be willing to relocate to Doha, Qatar for a minimum of two years. Weekend and evening hours may be required.
