Director of Facilities
Director of Facilities Description: This is administrative and managerial work in the direction, planning, analysis, and coordination of facilities operations and/or services. Directs or assists in the overall planning. development, and administration of a facilities management program or service in such areas as capital improvements, building maintenance and repair, procurement of property and supplies, preparation of bid specifications and evaluation, and management of contract compliance; assists in the direction of the development and implementation of departmental planning issues
Requirements:
1. Oversees the administration of multiple contracts for the operation and maintenance of buildings;
2. Directs or assists administrative personnel in general management aspects of policy development, program planning. and coordination as related to assigned responsibilities; assists in the evaluation of the effect of policy and/or organizational changes and new programs;
3. Develops strategic sourcing/shared services plans as necessary;
4. Monitors and inspects buildings and premises for fire, security, and safety issues; monitors plans for compliance with codes and state regulations;
5. Monitors and evaluates operational effectiveness from a management point of view;
6. Prepares or assists in the preparation, review, and management of the annual budget, justification of building expenditures and repairs, analyses of operating expenses, and other issues essential to the operation of state-owned or leased properties;
7. Draft grants and administers tracking of external funding for potential facilities use;
8. Performs financial analysis/review of facilities related projects;
9. Recommends, coordinates, and/or directs the appropriate utilization of space and the solution of other facility-related issues;
13. Reviews and/or revises programs in the assigned area of responsibility to ensure compliance of operations with laws, regulations, policies, plans, and procedures;
14. Participates in the development, implementation, or interpretation of new or revised program, departmental, or legislative initiatives;
15. Participates in conferences, training sessions, and meetings relating to areas of assigned responsibility;
16. Participates in the development of budget requests and the monitoring of expenditures according to budget allocations/appropriations, and recommends and/or initiates cost saving measures;
17. Conducts investigations, institutes special studies, and prepares and/or reviews reports and related information to evaluate existing organizations, policies, procedures, and practices as related to the assigned program;
18. Represents and/or serves as a liaison for the assigned area of responsibility; maintains contact, cooperates with, and addresses federal, state, local, and community organizations, and other interested groups pertaining to the assigned programs;
Required Educational Background:
1. A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Business or Public Administration, Accounting, Interior Design, Architecture, Building Engineering, or a closely related field; and,
2. Four or more years of professional experience in property control, procurement, building or office services management, lease negotiation, space planning, the administration of construction or capital improvement projects, or closely related areas.
