Director of Land Engineering and Development

Summary: Responsible for the overall engineering design/permitting/approval, schedules, project budgets, contracting and construction management of land development projects. Will oversee day-to-day management and coordination of contracting and construction activities of the Land Development Team.

Responsibilities: Manage the construction process through acceptance phase by local municipality and government agencies, including managing the design and engineering process, coordinating the inspections/permit process, and managing all document preparation and filings. Ensure community?s constructed lots, utilities and amenities comply with construction documents, budgets and schedules. Manage the quality control process for all land development construction activities. Develop and maintain Land Development Construction and Engineering Design procedures. Prepare project cash flow reports. Responsible for the technical review portion of the due diligence process and preliminary engineering through the planning phase Support Land Acquisition Team in establishing budget, value engineering and cost/benefit analysis. Schedule and oversee lot development, amenity design and construction; and secure required municipality/agency approvals. Review engineering plans to evaluate cost efficiency. Prepare and review land development project budgets. Manage the bid contract award process for all land development construction activities. Represent the company at local municipality and government agency meetings to secure necessary approvals for land development. Motivate, train and coach Land Development Team to achieve professional and project objectives. Coordinate the permit process (i.e. IEPA, IHPA, wetlands). Oversee the administration of government agreements and bonds/letter of credit processes. Manage recording of plats and placement of letters of credit and bonds. Prepare and maintain land development construction schedule for all communities.

Experience and Skills:

 Bachelor?s degree in Civil Engineering, Engineer in Training (EIT) or Professional Engineer (PE) preferred Minimum 10 years experience in engineering design or construction required, with at least 5 years management experience preferred Minimum 5 years experience in high-volume land development or commercial construction Ability to build strong relationships with key stakeholders to enable successful completion of land development projects Expert knowledge of ordinances and codes related to land development Knowledge of key land development phases including, but not limited to, mass excavation, underground utilities, road building, landscaping and amenities Requires proficiency with Microsoft Word, Excel and Project Prioritize - Ability to effectively determine the relative importance of work to be done based upon the needs of the business and focus efforts on the most important/critical of them. Project management - Ability to implement a course of action for oneself and others to accomplish the goal and specific project plan. Projects tend to be one-time and addressed to resolving a specific issue. Negotiate - Ability to negotiate land development contracts. General knowledge of AutoCAD preferred
