Entitlement / Planning Manager

Responsibilities include but are not limited to the following:
* Assist VP, Strategic Development in acquisition of new land parcels that positively affect the Company's growth.
* Defining the entitlement process for all projects within the division.
* Assist the Division's Land Development Manager, VP of Strategic Development and the Division President in creating and refining the entitlements strategy for all projects.
* Developing, maintaining and updating the entitlement schedule for all projects.
* Generating status reports stating the current status on all pending entitlement issues.
* Establishing and maintaining soft cost budgets for all entitlement processes.
* Contracting necessary consultants to assist in entitlement process.
* Documentation and filing of entitlement related records including correspondence logs.
* Processing the division's entitlement requests consistent with the division entitlement strategy through all governmental, political, private, and/or special interest groups.
* Work with LD Manager to engage outside consultants within budgetary constraints as necessary to obtain all necessary information and studies required for the entitlement process.
* Prepare presentations for and represent Centex Destination Properties before all necessary governmental, political, private, and/or special interest groups in any meetings, hearings, or public forums.
* Negotiate development agreements, zoning changes, conditions of approval, vesting rights and any other necessary entitlement agreements.
* Secure tentative map, preliminary plat, or any other necessary vesting instrument for each project.
* Work with Division LD Manager to process and secure approval and recordation of all final maps and plats.
* Negotiating and recording any easements that may be required.
* Monitoring the divisions conformance to any conditions of an approved PUD or zoning on all projects.
* Negotiating and securing all utility servicing, annexation, or vesting agreements.
* Representing CDP West and lobbying on its behalf to all political bodies involved in the entitlement process to achieve the desired results.
* Staying current on all legislation involving any current or future projects.

* Bachelors or advanced degree in real estate, law, land use and planning or related subject.
* At least 5 years experience in entitlement, acquisition, and design/planning.
* Comprehensive knowledge of feasibility, entitlement and land development processes and ability to develop same in various jurisdictions.
