General Superintendent - Development
Purpose: To manage all land development field operations including: directing superintendents, assistant superintendents and contractors to provide for installation of infrastructure (roads, sanitary sewer, water mains, storm water management systems, dry utilities, etc.), demolition and preparation of home sites to provide quality housing for soldiers and their families meeting quality and time requirements as well as to perform other duties as assigned.
Skills and Qualifications:
? Education:
? Bachelor of Science degree or equivalent work experience in ?Heavy? construction management.
o Bachelor of Science Civil Engineering, CE Technology or Construction Management or related fields, or an equivalent combination of education, training and experience are preferred.
? No special certifications are required. Heavy construction contractor?s license/certificate(s) are a plus.
? Minimum of 15 years experience in a combination of civil engineering design, community development construction management/supervision, surveying, land planning or architecture, site/heavy construction and estimating. At least 5 years experience in community site development is required.
? Travel is required less than 10% of the time.
? Technical skills include:
o Computer skills: Knowledge of scheduling (Primavera preferred) and project management systems, Word, Excel,
o Knowledge of applicable federal, state and local land development construction codes and regulations (e.g. OSHA, SWPPP/erosion control requirements, hazardous materials, construction standards, etc.) .
o Knowledge of estimating, cost control, scheduling, and project management.
o Trained in basic hazardous materials awareness, recognition, proper handling, and disposal or abatement procedures.
? Success Factors:
o Successful candidate will posses excellent communication skills (written and oral); multitasking ability, a positive team oriented attitude; be detail oriented, and able to manage contractors (site, hazardous material and landscape) and be capable of handling customer service calls as needed and other duties as directed.
? Exposure to hazardous materials is possible (e.g. fuels, concrete, chemicals, demolition waste products, etc/.
Responsibilities:
? Customer Service
o Respond to and resolve customer service calls, follow up with superintendents, assistant superintendents and residents on assigned customer service calls to assure the safety and comfort of residents.
? Communication
o Review and submit specified reports including weekly activity, and biweekly progress and schedule updates received from superintendents and assistant superintendents to Community Builder and Development Director.
o Communicate information affecting or needed by other functional areas in a regular and timely manner.
o Conduct weekly contractor and dry utility meetings.
? Technical Skills
o Oversee daily all field personnel, contractor construction and safety methods to ensure compliance with applicable plans, codes, regulations and policies.
o Coordinate with agency staff, Army Corps of Engineers, RCI, utilities and affected installation departments for preconstruction review, tree removal, etc to assure constructability with minimal impact to surrounding neighborhoods and existing infrastructure.
? Team Work
o Coordinate development activities with land development assistant superintendent, superintendent, vertical construction Community Builders and community management staff assuring smooth operations and communication.
? Financial
o Work with land development assistant superintendent and superintendent to review and verify contractors? monthly requests for payment and submittal to Community Builder/Construction Manager and accounting.
o Work with land development superintendent to review and track projected/budget versus actual expenditures each month to be discussed with Community Builder and Construction Manager for adjustment as needed.
o Work with land development assistant superintendent and superintendent to provide plan review with value engineering, cost estimates, and contractor recommendations during the planning and design process.
? Deliverables
o Produce home sites and infrastructure in compliance with the annual budget projections.
? Leadership
o Oversee assistant superintend and superintendent to coordinate all testing, inspections and site problems with the civil engineering and regulatory agencies as needed or directed by the Community Builder and Construction Manager.
o Monthly meeting with our site Engineers either by phone or at their office to discuss changes in plans, cost estimates and utility issues.
o Coordinate and oversee monthly (or as needed) meetings to ensure that pertinent project information and policies reach all levels of the Picerne Military Housing organization, contractors and our partners. This will include but not be limited to utility installations, road closings, job related community impacts, and safety issues.
o And other duties as assigned
