PROJECT OFFICER
SUMMARY: Oversees the development, design and construction of schools and related facilities development projects, with an emphasis on scope of services and coordination of activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Review scope of services for the A/E, GC and CM/PMF for all new projects.
Interact with all regulatory officials regarding compliance with and issuance of applicable permits.
Monitor, coordinate, direct and review the contractual performance of all project consultants, contractors and CM/PMF?s.
Initiate, coordinate, update and monitor the project budget and schedule, and report status to the appropriate supervisor.
Conducts site visitations and monitor the quality and quantity of work-in-place.
Reviews all invoices and schedules of payment for architect, CM/PMF, consultants, contractors, etc., and makes
recommendations as required.
Reviews all amendments, change orders, claims, etc., and makes recommendations as required.
Initiates appropriate value engineering, cost estimating and constructability reviews.
Coordinates school district?s participation throughout the pre-development, design and construction processes.
Review, format and screen any documentation prepared by agencies/parties other than NJSCC.
Interacts with/attends planning board reviews, school board presentations and community outreach meetings.
QUALIFICATION REQUIREMENTS:
Bachelor?s degree or equivalent construction industry experience, with an emphasis in architecture, engineering, construction management or other construction industry related technical discipline. Minimum five years diversified experience in the planning and coordination of large industrial/commercial/institutional or school construction projects, with an emphasis on supervision of outside consultants. Ability to simultaneously undertake multiple projects.
Experience in commercial/industrial development site planning, construction phase of development
and construction supervision. Familiarity with the function and operation of professional consulting,
design and Project Management/CM firms.
Working knowledge of architectural/engineering details as they apply to meeting all regulatory agency approvals.
Extensive knowledge and understanding of construction contracts.
Extensive knowledge and understanding of project scheduling.
Knowledge of local zoning ordinances, state building codes and regulatory agency regulations.
Working knowledge of Word and Excel.
