Project Manager – Public Works/Military Construction Projects

This position entails the over-all management of a $10 million project at Nellis Air Force Base outside of Las Vegas, Nevada.  In addition to the project manager, the project team includes a superintendent, quality control manager, and project administrator.

 

Nellis AFB F/A-22 Weapons School Facility
The project consists of an approx. 33,000 SF multi-floored addition to an existing facility with reinforced concrete foundation and floor slab, structural frame, concrete tilt-up exterior walls with aggregate finish, roof system, security measures, sensitive compartmentalized information facilities (SCIF), and an approx. 7,000 SF alteration of reconfigured rooms in existing facility, utilities, site improvements, landscaping and all other necessary support. Includes Demolition of an existing Mechanical room, concrete pad and canopy. Force Protection measures include reinforced walls and laminated windows. Contract Administration under the US Army Corps of Engineers. Prevailing wages apply. Contract duration = 540 days.

 

Essential Functions/Accountabilities

 

Customer Satisfaction/Relations:

 Relationship with client/ownerTimely Owner Payments (Index of Customer Satisfaction)

 

Cost Controls:

 Provide original budget, project costs, and schedule of values:Monitor, maintain, and update monthly project budget:Timely approval of change orders prior to commencing work, including appropriate cost breakdowns of owner change orders:Change order log updated weekly with copy to General ManagerChange orders submitted within requested time periods:Contract Modifications executed timely with appropriate cost breakdowns including all change orders to related subcontractors:Managing costs on all projects (actual vs. projected costs) and providing feedback to field employees and contractors: 

 

Schedule Controls:

 Review /update monthly progress schedule and narrative to owner: Document request for time extensions to owner:Review and evaluate target vs. actual schedule and take necessary steps to improve scheduleSubmit proposed baseline schedule to Client with 30 daysMonthly updated progress schedule posted at the jobsiteMonthly notice to subcontractors provided to reflect project scheduling commitments and written notice of non-compliance as applicable.Managing project schedule and providing appropriate feedback to field employees and subcontractors

 

  Contract Administration:

 All subcontractor agreements negotiated and submitted to subcontractors 30 days after Notice to Proceed:  All subcontractor agreements executed 60 days after Notice to Proceed:Client notified in writing of all potential impact issuesSubcontractors put on notice of potential impacts and back charges:Timely execution of owner correspondence:Prompt identification project issues:General Manager copied / kept informed of all project issues (no surprises!) 

 

Quality Control Measures:

 All project submittals submitted to client within 30 days after NTP:All final closeout documents (except as-builts) submitted 90 days prior to project completion:Project Photo documentation:Deficient field work corrected immediately:Project pre-final punch list developed, distributed, and completed to facilitate timely project completion:Final project punch list proactively completed to clients satisfaction:No rework items; potential quality control issues are proactively managed

 

Project Safety:

 No lost man-day accidents:Accident prevention ? Site walks:Adequate project clean up:Weekly field safety meeting Outside safety consultant inspections including written confirmation of immediate actions

 

 Must Have:

 

?Over-all 5 to 10+ years experience as a project manager for complex, multi-million dollar public works/military construction projects, preferably those administered though the Army Corps of Engineers.

?Strong familiarity with federal acquisitions and regulations, and DOD design and construction requirements.

?Proven ability to work very well with designers/ architects, customers such as COE, and subcontractors. 

? Proven track record on design cost control, controlling construction costs and  schedule, as well as producing outstanding customer satisfaction.

? Proficiency in project management and scheduling software such as Expedition,  Primavera, Prolog, orTimberline. 

? Proficiency in Microsoft Office Suite

? Minimum five-year performance history of successful and profitable bids in the  Must be a superb relationship builder High Integrity

?  Architectural, engineering, or construction management degree a plus.
