Purchasing Agent/ Estimator

JOB DESCRIPTION   POSITION TITLE:   Purchasing Agent/ Estimator

 

POSITION SUMMARY: 

Purchasing Agent/ Estimator will be responsible for purchasing of onsite construction and all offsite improvements of land development, which includes but is not limited to: all aspects of vertical construction for commercial work, grading operations, dry and wet utility installations, street improvements, masonry, retaining and screen walls, fences and landscaping. In addition, this position will oversee the bidding and Contract Administration and will manage Contract Administrators and or Contract Coordinators. Builds and maintains a database of historical project data and current construction market costs, products, industry standards and competitor activity, supports other Company departments by providing technical expertise as required.

 

 

 

PRIMARY DUTIES AND RESPONSIBILITIES:

 

1.  Responsible for reviewing plans, value engineering, performing takeoffs, creating  accurate bid documents, creating accurate scopes of work, and preparing complete bid packages.

2. Responsible for the bidding and purchasing of onsite and offsite improvements. A team leader of Contracts Administration.

3. Supervises timely distribution of bid packages and coordinates  bid comparison  reports for new communities and construction phases;

4. Sets up cost codes for all purchasing systems, reviews bids for all direct construction costs; maintains budgets for assigned communities;

5.Researches new subcontractors for qualifications and minimum mandatory hiring  standards; assists in the expansion of the trade base.

6.  Oversees Purchase Orders and Work Orders for new starts;

7.Assists Purchasing Coordinator with vendor account reconciliations and service;

8.  Establish and maintain Vendor relationships

9.  Analyze Vendor proposals for completeness and accuracy per  the bid packages

10.  Provide Vendor bid spread and analysis is a clear concise form for vendor selection team

11.  Resolve contract issues with Vendors

12.  Work closely with field associates in planning and resolution of issues

13.  Responsible for creating and updating policies and procedures surrounding the purchasing department to maintain compliance with Company policies

14.  Provide continuous review and improvement of the bidding and contract documents, Scopes of work and Contract/C.O. process

15.  Create and obtain competent quality estimates of items to be purchased based on company preferred details and accurate plans

16.  Awareness of new methods and materials being used in the building industry

17.  Native plants procurement using Company policies

18.  Decorative plants procurement using Company policies

 

In addition  to the above, each associate will be required to cross train for position(s) within the Division organizational structure as may, from time to time, be required by the Division President.

EDUCATION AND EXPERIENCE REQUIREMENTS:

?  Land Development, Vertical Construction and Master Community experience preferred

?  Minimum three years experience in onsite and offsite purchasing

?  Proficiency in Microsoft Excel and Word

?  Knowledge of J.D. Edwards Accounting Software a plus

?  The ability to negotiate contracts

?  Good writing and communication skills

?  Value engineering of civil engineering and vertical construction plans a plus

 

 

PHYSICAL REQUIREMENTS:

This is primarily a sedentary office position which requires the ability to occasionally bend, stoop, reach, lift, move and carry office materials and supplies weighing 25 pounds or less. Finger dexterity is required to operate a typewriter, computer keyboard and calculator

 

ADDITIONAL REQUIREMENTS:

The successful candidate will be a hard working team player who has strong knowledge of onsite and offsite purchasing and can contribute immediately. This individual must have strong interpersonal skills and be able to teach, motivate and direct contract administrators.
