Technical Specialist - Inspector

The Technical Specialist position will perform quality assurance tasks with assigned subcontractors, by observing energy efficiency measures installation, ensuring the quality of the customer education and contractor compliance with program standards.  The Technical Specialist will also provide training and technical assistance to subcontractors as needed, while enforcing program quality assurance policies and procedures.

 

We currently have 4 opening (1 opening per territory) for the following territories: (a) Kern County, (b) Stockton/Sacramento, (c) San Luis Obispo/Salinas, (d) Alameda County.  These positions will require travel to assigned subcontractor locations. 

 

ESSENTIAL FUNCTIONS

 

1.  Conduct Ride-alongs with subcontractor personnel to ensure measures are installed in conformance with program standards.  Observe energy education, installation methods, materials, safety practices and customer service.

2.  Provide training and technical assistance to subcontractor crews as needed to build knowledge and skills to effectively meet or exceed Energy Partner Program (EPP) goals.

3.  Ensure installation fails are corrected within 10 days and hazard fails are corrected within 24 hours.

4.  Verify that weatherization activities are on schedule to meet production benchmarks and quality assurance requirements.

5.  Design corrective action plans and deliver training and technical assistance for substandard performance in inspection pass rates.

6.  Clarify policy and performance standards to the subcontractors.

7.  Enforce subcontractor internal quality assurance program as stated in their contract.

8.  Perform file reviews at subcontractor offices to ensure program policy compliance and performance standards

9.  Verify contractor compliance with safety plan.

10. Ensure Customer Service Contacts from PG&E customers are resolved within 5 days.

11. After training access and use the Energy Partners Online database system as necessary.

14.   Observe, evaluate, and train Contractor employees on the rules and policies regarding Natural Gas Appliance Testing (NGAT) requirements.

15. Travel throughout assigned territory to visit and work with assigned subcontractors.

 

 

 

MINIMUM REQUIREMENTS

 

1.  Minimum two years of college or equivalent combination of experience and education.

2.  Minimum two years experience working with residential building contractors with experience in Energy Efficiency Programs preferred.

3.  Minimum two years experience working in energy conservation, auditing or similar area.

4.  Ability to pass PG&E provided Natural Gas Appliance Testing Technician exam within 30 days of hire within first attempt.

5.  Certified Energy Specialist or ability to pass training and exam at high level in one attempt.

6.  Inspection and training experience preferred.

7.  Excellent written and oral communication skills.

8.  Knowledge of NGAT standards preferred.

9.  Attention to detail and acute observation skills with ability to maintain all necessary documentation.

10. Ability to perform tasks on the Energy Partners Online database or ability to learn within 30 days of hiring.

11. Availability of home computer to access and use the Energy Partners Online database system.

12. Able to work independently with a minimum amount of supervision.

13. Able to prioritize and schedule own work.

14. Have reliable vehicle for travel with proper licensing and insurance and ability to stay overnight.

15. Must be able to stand and/or walk 75% of the day.
