GENERAL SUMMARY: Position is on the research staff of a not-for-profit government consulting organization headquartered in McLean, VA. This position provides support to programming and budgeting activities for government research and development operations.


PRINCIPAL DUTIES AND RESPONSIBILITIES:
The Budget Analyst primarily works as an assistant to a research and development business manager, responsible for planning, programming, and budgeting actions for a large government enterprise. The Budget Analyst is also responsible for conducting analyses and developing presentations and other decision making information.

Preparation of budget submissions. Develop guidance for budget submissions reflecting Agency and organizational guidance. Review submissions and address issues with subordinate elements. Prepare submissions for review and submission.
Conduct analyses. Conduct financial analyses of research and development activities. Review program plans and spend analyses. Make recommendations for changes to resource allocation plans.
Prepare and present briefings. Develop and present briefings on budget and administrative support issues.
Travel may be required, possibly including weekends.


KNOWLEDGE, SKILLS AND ABILITIES:
Educational requirements: BA/BS in finance, business/public administration, management science or similar technical discipline required. Graduate degree desired.
Specific skills: Requires a minimum of 4 years of Department of Defense budget/comptroller experience at the equivalent of Defense Agency-staff level.
Requires strong interpersonal and listening skills and the ability to effectively interact with senior personnel involved in policy, technical, operational and program management work. Ability to contribute to a professional work environment by demonstrating integrity, promoting team work, and fostering positive communication.
