Child Welfare National Review Team Specialist

Caliber, an ICF International Company, has partnered with the Children?s Bureau to offer program support for Child Welfare Monitoring. We seek a National Review Team Specialist to work with the Children?s Bureau in the Department of Health and Human Services. The position is based in the Region VII regional office in Kansas City, MO.
The National Review Team Specialist will provide support to the National Review Team in conducting the Child and Family Services Reviews (CFSRs) in order to assure compliance with the State plan requirements in titles IV-B and IV-E of the Social Security Act. The CFSRs are designed to help States improve child welfare services and outcomes for families and children. The reviews identify strengths and needs within State programs, as well as areas where training and technical assistance (T/TA) are needed. The Specialist will participate as a reviewer and site leader in multiple on-site reviews, including preparing states for their reviews, organizing materials and guidelines, and providing guidance for the review process.
The Specialist will collaborate with the review team of 40+ Federal, State and regional staff to produce a final report and to develop, design, and monitor each State?s Performance Improvement Plan (PIP) through working collaboratively with the States, the Federal NRT and other consultant staff. The Specialist will deliver CFSR information to a variety of audiences, including Federal agencies, governors and other State and agency leaders, and the media. In addition to synthesizing and analyzing data, the Specialist will work with the Children?s Bureau Data Team to determine data needs for developing baselines and monitoring improvements and to produce various products, including publications, reports, briefings, Q&A?s and presentations. The Specialist will serve as a child welfare subject matter consultant to Federal staff and will develop strategic recommendations for meeting goals and objectives outlined in each State?s PIP. The Specialist also will assist in identifying promising and cross-cutting strategies, as well as trends across States and regions.
Master?s Degree in a related subject, Social Work (MSW) preferred, plus a minimum of 5+ years experience in child welfare related T/TA; proficiency in MS Office (WordPerfect and Word) required; child welfare experience within a government setting (Federal or State) preferred. Direct experience in the CFSR process, PIP development and/or implementation, or similar Quality Assurance processes strongly preferred. The candidate must possess exemplary interpersonal, collaborative and written communication skills; understand and synthesize data; demonstrate an ability to work in a fast-paced team environment; show commitment to accuracy and detail; and be able to plan and manage multiple, demanding tasks under critical timeframes in a highly confidential environment. Candidate must be comfortable working in a self-directed manner as well as being part of both Federal and consultant project teams.
