We have an immediate opening for a Director of Contracts located at our corporate headquarters in McLean, VA. The ideal candidate will supervise and participate in contracts administration, RFP evaluations, proposal preparation, pricing strategy and workload management of departmental activities. Plan, delegate, monitor, supervise, meet and report on the status and progress of deadlines and established priorities, and accommodate unanticipated workload to satisfy changing customer requirements and schedules. Develop and implement standards and procedures designed to secure all corporate data, formulate policies and management planning to achieve short and long term objectives.
Responsibilities:
1. Review RFP?s, evaluate technical/management SOW?s, analyze estimates of services and materials and coordinate all aspects in support of technical and cost proposal preparation; supports Business Development staff in the pursuit of targeted opportunities and in the review, management, and development of proposals and pursuit of targeted opportunities; writes and/or manages proposal development.
2. Formulate, implement and/or maintain systems, reporting standards and contract administration procedures. Ensure consistent dissemination and application of policies and procedures
Work with operations managers and business development personnel in carrying out acquisitions, integration and growth strategies.
3. Prioritize, assign and review weekly work in process, supervise personnel, provide guidance and oversee all work of the department
4. Coordinate cradle-to-grave contract requirements with project managers and government, negotiating change order modifications and task orders, assisting with responses to inquiries, contract modifications and funding. Conduct pre-award and post-award briefings to review weaknesses or deficiencies in proposals, identify and ensure SOW, government regulations and reporting requirements are being met.
5. Develop pricing strategies, establish and implement consistent pricing formats and processes, ensure consistency with approved estimating guidelines and ensure adherence to pricing guidelines.
6. Administer subcontracts, teaming and/or consulting agreements and joint ventures, perform reviews to ensure all terms and conditions are met.
7. Provide strategic organic and acquisition growth support to Operations managers. Function as Liaison Officer with government prime and subcontractor contract representatives. Interface directly with customer counterparts, develop productive ongoing customer relationships with key customers. provide guidance and support to senior staff members
8. Review financial data associated with all programs/project assigned to ensure accuracy, validity, contract compliance. Reviews invoices, ensure prompt payments
9. Hire, supervise, evaluate performance, provides technical guidance and terminates employees as required
Qualifications: Qualified candidate will have at minimum, a B.S degree plus ten (10) years government contracting and cost proposal preparation experience, five (5) of which include supervisory experience and broad exposure to all aspects of government contractingAdvanced knowledge of government regulations and schedules (FAR/DFAR?s, SCA, GSA rates/categories), with extensive experience in analysis and response to DoD, Federal Government and commercial RFP?s and contract solicitations, and in-depth experience, providing services to the Federal Government Desired credentials, include a Masters Degree, DoD clearance, TS preferred, and Contracts Management Certificate KNOWLEDGE AND SKILLS (Minimum qualifications to be able to perform adequately in the job)Able to interpret, evaluate, develop and present highly complex presentations, proposals and statements of work, with expensive knowledge and understanding of life cycle of business development, RFP?s, proposal development. Able to contribute and participate technical and management level guidance and interaction in business development efforts, as needed In-depth understanding of proposal pricing, financial analysis and pricing models, contract, bid and proposal development and administration of CPFF, FP, T&M and ID/IQ prime and subcontracts
Preparation, negotiations, execution and administration of contracts/subcontracts, joint ventures, teaming agreements and other contractual documentation Excellent written and oral communications capabilities, demonstrated management, leadership and interpersonal skills and the ability to provide clear and consistent direction and expectations to employees, facilitating cooperation and communications between program and executive managementStrong work ethic, able to coordinate multiple projects and workflows, meet deadlines, and accommodate changing prioritiesReliability, able to work under pressure with all operational individuals, capable of working unsupervised and independently, and able to consistently meet all requirements on time, and travel as needed.
