Management Financial Analyst

 

ICOR has an immediate opening for a Financial Analyst at the Big 5 Consultant level. This position will support Federal agencies at the senior executive levels, assisting in the development and implementation of resource management strategy and infrastructure supporting high-profile government programs. The position integrates planning, budgeting, acquisition/procurement strategies and performance tracking efforts to optimize program and fund management across a diverse R&D portfolio.

Functional/Industry Knowledge Set:

 

 

? Apply strategic management concepts, such as the Balanced Scorecard, current state/future state analysis, earned valued management, portfolio management, and activity based costing to government programs.

?  Assist in justification and defense of large, complex government programs to senior management, OMB and Congressional staff.

?  Apply knowledge of Federal fiscal laws, regulations and planning, programming, budgeting and execution systems.

?  Support Federal government program managers and executives in effectively managing, planning, and reporting on activities within their organization

?  Conducting financial analysis, generating monthly obligation plans, developing weekly reports on fund status, identifying program unfunded requirements, and tracking and reporting execution;

?  Knowledge of general business and accounting practices and terminology;

?  Experience with procurement and federal acquisition policy

 

Required:

?  3 yrs of government finance experience

?  Consulting background

?  Government experience

?  Financial Management experience

?  Cost Management experience

?  Procurement/Federal Acquisition experience

 

Highly Desirable:

?  MBA or Masters in Public Administration

?  Certified Government Financial Manager (CGFM)

?  Database design, development and automation
