Education/Licensure/Certification: Bachelors degree or equivalent in Business Administration, Health Care Administration, Operations Research, Public Health Administration, or other related field. Masters degree or PhD in the Social Sciences is strongly preferred.


Qualifications: 5+ years of progressive experience conducting multidimensional social science research studies, preferably in an organizational setting. Expert knowledge of research methods, statistics, sampling theory, and instrument design. Demonstrated ability to conduct and interpret quantitative and qualitative analyses. Proven ability to determine key business issues and develop effective action plans from multi disciplinary perspectives. Excellent leadership, project management, and consulting skills. Excellent verbal and written communication skills and interpersonal skills. Ability to work well with others of a diverse background and at various organizational levels, and to work independently with minimal supervision. Must be able to work in a Labor/Management Partnership environment


Preferred Qualifications: Experience in Health Care settings a plus.


Duties: Design, develop and provide leadership to research and evaluation projects which contribute to the organization's strategic direction and goals. Clients are organization leaders, managers, and Task Force groups. Develop and implement employee climate surveys and consult to leadership at the Service Area, Region, or Program level on results; recommend action plans. Evaluate outcomes of change efforts. Evaluate the value and effectiveness of pilot programs and new programs/services. Conduct or consult to clients on developing internal/external customer service assessment strategies. Consult to managers or Task Groups regarding use of data and regarding research services and needs. Educate clients regarding various approaches to problem analyses and information gathering in an organizational setting where involvement of stakeholder groups not directly reporting to the client are often needed. Establish linkages between research findings and executive decision making. Establish and manage the services of internal and external vendors. Work collaboratively with other departments (National Market Research, Service and Access, Service Quality and Access, etc) to produce interdisciplinary executive level analyses of customer service, workplace environment, or member satisfaction data. Apply independent judgment and expert knowledge of research methods and statistics to projects. Present and interpret results to senior leaders. Integrate results from several research efforts over time or across similar topics. Establish and manage client relationships. Establish and manage project budgets. Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.
