SeaPort PMO Proposal Manager

Job Description:
The SeaPort PMO Proposal Manager will be responsible for the development of winning proposals for the SeaPort PMO and the Applied Technologies Division. This position will report to the SeaPort PMO Program Manager. The Proposal Manager will be responsible for the life cycle proposal development of all proposals in the PMO and assist with other ATD projects as required. The Proposal Manager will build and manage the proposal team, including hiring temporary staff as required. The Proposal Manager will interface with all key stakeholders in the proposal process including the Program Manager, Pricing, Legal, Contracts, SMD, Sales and GSI Management in order to get a winning proposal submitted on time and on budget. The Proposal Manager will be responsible for working with the AT&T SeaPort subcontractors to help build a winning team. The Proposal Manager will be responsible, along with the SeaPort PMO Program Manager, to manage the yearly SeaPort open enrollment and add subcontractors which are strategically important to AT&T business efforts. In addition, the Proposal Manager will work efforts to get AT&T on other prime contractor SeaPort teams. The Proposal Manager needs to work well in a team environment. Proposal Manager must be a creative problem solver and self starter. Excellent oral and written communication skills required. Excellent Microsoft Office skills required. Previous Federal Government proposal management experience required. BA/BS in Business or Engineering preferred with fifteen plus years experience working in Federal Government acquisition.
