Title ?   Senior Consultant/Consultant ? Job Corps Career Technical Training Strategies & Development Contract

 

Responsibilities

 Conduct research to identify nationally recognized, industry-based occupational certifications appropriate for Job Corps Career Technical Training programs and formulate recommendations for implementation, as required.

 Review and analyze existing Job Corps Career Technical Training programs to determine which training programs should be added/eliminated to meet current and future workforce needs based on available national and regional labor market information.

 Develop detailed certification implementation tools that will serve as resource materials for Job Corps centers (e.g., curriculum lists, equipment lists, revised Training Achievement Records certification examination requirements, documented implementation cost estimates, etc.).  

 Develop policy/option papers to inform the National Office of Job Corps (NOJC) management in decision-making processes related to the implementation of the National Certification Initiative.

 Assist with the development and execution of status briefings and technical assistance workshop presentations targeted toward national and regional office staff and centers to provide periodic updates regarding the National Certification Initiative.

 Provide appropriate content for Job Corps Career Development Resource Center Career Technical Training Web site, based on training program updates and current contract activities.Assist with the development of policies and procedures to address how the Job Corps National Office will continually update and evaluate all components of the National Certification Initiative.

 Provide general support and assist the NOJC with ongoing operational activities and tasks, as required.  

 

Education and Work Experience

 Bachelor?s degree, with 3 to 5 years of work experience, preferably with at least 1 year of experience in the area of workforce development programs.

 

Knowledge, Skills, and Abilities Required

 Strong research skills in the area of program development, performance improvement, and evaluation.

 Strong skills in the area of program/policy development.

 Good verbal and written communication and presentation skills.

 Ability to communicate with DOL/Job Corps staff and other Job Corps? national contractors, national training contractors, center operators, etc.

 Ability to plan and lead group facilitation activities.

 Computer proficiency with a strong working knowledge of spreadsheet analysis, word processing, computer graphics, and database management tools (Microsoft Word, PowerPoint, Excel, Access Database preferred).

 Ability to perform duties with minimal direction.

 Ability to travel as project requirements necessitate.

 Some background with Job Corps programs (preferred).

 Bilingual ? Spanish speaking proficient (preferred) ? for 1 of the available positions.

 Resident of Washington DC Metropolitan area (preferred).

 

Contract Overview

 

The Job Corps Career Technical Training Strategies & Development Contract is primarily tasked with identifying industry recognized occupational certifications suitable for system-wide use.  The contract involves extensive research to identify occupational certifications, postsecondary credentials, apprenticeship programs, and state licenses that will be aligned with Job Corps? career technical training programs and create the framework for a National Certification Initiative.  The National Certification Initiative will ultimately play a major role in transforming Job Corps into an industry demand-driven training environment.
