Sr. Subcontracts Manager

Job Description:
OneTESS Subcontracts Program Manager responsible for cost, schedule and performance of at least eleven subcontracts (partners) as part of the overall program with an overall value of $74 million. Also responsible for working with internal offices in the development and use of all programmatic process and procedures required to fully and efficiently use of AT&T's Supply Management Division (SMD) personnel in Vienna, VA, in discharging the responsibilities and authorizations of the subcontracting functions. Responsible for working with business operations, and finance and accounting organizations in Vienna, and Herndon, VA to establish proper documentation for the execution of the OneTESS subcontracts. Working with the OneTESS Program Manager, establish the subcontracts SOA, non- disclosure agreements (NDAs), statement of work (SOW), Subcontract Data Requirements Lists (SDRLs), purchase request (PR), request for proposals, technical proposal evaluations, subcontract modifications and purchase order (PO).

Required Skills: The successful subcontracts program manager will have 10 + years of experience with a proven track record of working with teaming partners and sub-contracts. A master's degree in Business Administration or related subjects is preferred. A combination of education and experience may be considered equivalent to the degree requirement. The candidate must possess a working knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation (DFARs). Applies extensive expertise and has sound knowledge of related disciplines. The candidate must develop solutions to complex problems which require the regular use of ingenuity and innovation, able to handle multiple assignments and deadlines in a fast-paced environment is preferred. The successful candidate exercises considerable latitude in determining objectives and approaches to assignment. The candidate should be a self starter who requires minimal supervision in performing assigned tasks and has the ability to comprehend complex financial and business concepts and suggest viable alternatives during negotiation. Candidate should possess computer skills including Word, Excel, Access and PowerPoint, with ability to grasp other software applications required to perform job duties; excellent written and oral communication skills; must be detail and teamwork oriented with excellent organizational skills; and strong interpersonal skills. The candidate should be comfortable with basic mathematical calculations, able to maintain files in a neat, standardized manner. The candidate should be able to provide occasional overtime, and overnight travel may be required. The candidate selected will be subject to a government security background investigation.

Must be a self starter with demonstrated quality assurance experience for systems engineering and integration programs. Must be able to communicate and interface effectively with PEO STRI and other contractor team personnel.
