GENERAL INFORMATION
The Department of Community Colleges and Workforce Development (CCWD) is recruiting to fill one Education Program Specialist 2 position. This is a permanent, full-time position in Salem, Oregon.
The mission of CCWD is to contribute leadership and resources to increase the skills, knowledge and career opportunities of Oregonians. The mission is accomplished locally through a network of seventeen community colleges, seven local workforce areas, community-based organizations and other partnerships. CCWD is responsible for implementing policies, procedures, and program priorities consistent with policy established by the State Board of Education, Oregon Workforce Investment Board (OWIB), and the Commissioner of Community Colleges.
The agency is organized in 2 teams. The Operations Team is responsible for providing the infrastructure and internal services that allow the Program Team to meet its objectives. The Program Team is responsible for the development of policies and strategies designed to meet the agency mission, working with all partners to:Build a broad consensus based on common purpose, vision, and values for workforce and educationIdentify statewide issues and facilitate resolutionDevelop, allocate and leverage resourcesRecognize best practices and identify opportunitiesUse information for decision-making and policy development
QUALIFICATIONS
o A Master's degree in Education or related field from an accredited college or university and 5 years? education experience as a classroom teacher, counselor, or itinerant service provider; 2 years? must have included leadership as a lead teacher, program coordinator, director, or school administrator
o A Doctorate in Education or related field from an accredited university may substitute for 2 years? education experience, but not for the 2 years? leadership experience
o An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the 2 years? leadership experience

DUTIES & RESPONSIBILITIES
The purpose of this position is to support Oregon?s comprehensive state strategy for education, economic, and workforce development by providing leadership to carry out the goals, objectives, and strategic initiatives of the agency. This position will provide assistance in promoting the importance of literacy and basic skill development as an educational investment in Oregon by serving as a Title II State Leadership Coordinator for the agency with federal partners, community colleges, stakeholders and other state agencies.
Major duties include:
Program Administration
o Participate in developing and administering the Federal Title II program, budget, grant and fiscal requirements and state and federal reporting requirements
o Evaluate program effectiveness through data analysis and on site program monitoring and technical assistance visits
o Coordinate strategic planning activities and resolve statewide program and policy issues by applying subject expertise
o Research, write, and review relevant Title II policy that strengthens the capacity of grantees to improve services such as program administration, instruction, professional development, assessment, and data collection and reporting; provide technical assistance to the field regarding these policies
o Participate in the development of the Oregon state plan funding formula and the request for proposals
o Interpret Title II laws and regulations
o Analyze proposed legislation for potential effects on adult education issues and prepare testimony for administrative use before legislative committees
Building Capacity of Programs to Improve Instruction
o Serve as a Title II coordinator of state initiatives and the Oregon Professional Development System responsible for research, development, implementation, and evaluation of state and federal education initiatives that improve instruction, including state professional development plan, research projects, conferences, workshops, state curriculum standards, teacher standards, instructional methodologies, indicators of program quality, standardized student assessment, learning disabilities, and use of technology in instruction and learning
o Organize and lead groups to design and initiate strategies based on emerging best practice that improve curriculum and instruction, extend geographical reach of services, and improve access to educational opportunities
o Write and monitor contractual agreements for effectiveness, efficiency, and compliance with State and Federal policies and procedures
Building Collaborative Partnerships and other MiscellaneousParticipate as a member of the Title II Adult Basic Skills team to administer the Federal Title II, Adult Education and Family Literacy ActProvide technical assistance to programs regarding Workforce Investment Act and Title II state policy, compliance requirements, accountability, program improvement, and related issuesAssist the agency in the alignment of state education and workforce programs in coordinating service deliveryParticipate on national and state workgroupsServe as a liaison with federal partners, community colleges, and stakeholders and s a representative of the agency by speaking in public to groups of teachers, local program directors, professional organizations, and partners to communicate education strategies and solicit their support
WORKING CONDITIONS
Most of the work is accomplished in a typical office environment. The person in this position has frequent contact with community college instructors, staff, administrators and board members; local workforce area administrators and board members; legislators; federal administrators; and special interest groups. This position requires extensive statewide and occasional out-of-state travel, often at least a week each month; dome weekend duty; occasional evening meetings; and work weeks that extend beyond 40 hours. The person in this position must have a valid driver?s license and a good driving record; if not, he or she must be able to provide an acceptable alternate method of transportation.
