Chief Financial Officer

Exploration and production executive with reputation in the North Texas area for his high ethics, strong business skills and success building profitable businesses, is looking for a CFO. The CFO will join the leadership team of a start-up exploration & production company in the Dallas area. The new company will launch its initial project in August. We are looking for a CFO with a good background in oil & gas operational accounting, reporting and compliance standards. Must be willing to work as an individual contributor role during the formative phase of the company. Will build a team of accounting, financial, treasury and risk personnel, select and implement systems, interface with the financial community and investors, participate in corporate development negotiations, and more.

 

Responsibilities
Ensures the quality and timeliness of all required financial reports for management and governmental agencies.
Monitors the day-to-day financial activities of Company and all business units in multiple locations.
Assists and advises the president and other executives in achieving long and short range goals in terms of profits, net worth, and corporate growth, by providing accurate economic information and forecasting and a sound investment program.
Establishes annual budgets, contains expenditures within budget guidelines, and monitors adherence to budgetary limitations.
Ensures that Company, is in compliance at all times with financial, risk, legal, and operational policies of the company, government regulations, domestic and foreign financial regulators and industry standards.
Ensures that Company, has appropriate technology to efficiently manage its business, deliver competitive offerings to its customers and provide cost efficient oversight of projects.
Ensures that the hiring, training and evaluating of assigned staff members result in an effectively utilized and motivated staff, committed to continuous improvement, quality and teamwork.
Establishes appropriate systems, policies and procedures to ensure the proper financial analysis and management of  Company, .
Manages the activities of outside auditors.
Develops and maintains a strong working relationship with the corporate leaders and general managers of all operating units.
Responsibility for assisting the president in capital allocation across all operating units.
Develops a detailed budgeting and forecasting process including goal setting, monthly variance analysis and peer group metrics; measurement against goals for a more timely and sophisticated valuation of performance.
Delivers and/or directs the communication of the Company, story to external stakeholders including review and development of the external communication plan and ensure its execution.
Develops and maintain relationships with existing and potential institutional shareholders.
Develops and executes an overall tax strategy for Company, to ensure minimum taxation on an ongoing and forward looking basis.

 

Knowledge/Skills/Competencies
A minimum of 10 years of experience as a senior financial executive in a domestic and/or international exploration and production Company.
A comprehensive understanding of U.S. GAAP.
An understanding of domestic and international tax issues and the ability to plan and execute taxation strategies.
A sound knowledge of the regulatory environment within which Company,  operates.
An understanding of Treasury operations and the implications of overall capital strategy in regards of developing a well financed growth plan.
A firm grasp on all aspects of risk management including market risk, credit risk, corporate enterprise risk and the issues of capital control and capital allocation.
Be an effective manager of a cost effective use of external resources (auditors, lawyers, consultants)
A sound appreciation of the principles of corporate governance and the ability to interface effectively with the Board in general and the Audit Committee in particular.
Familiarity with mergers and acquisitions, negotiating, structuring, executing and financing.
The ability to establish goal setting, parameters and industry matrix measurements in order to ensure Company,  is competitive and effective as it can be
Strong communication skills, verbal and written and effective in a presentation mode

 

Education
Undergraduate degree in accounting, business or related field is required.
CPA or a MBA would be considered a plus, but is not required.
